HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives are saddened to learn of the death of former Illinois State Senator Howard William "Howie" Carroll, who passed away on October 1, 2021; and

WHEREAS, Sen. Carroll was born in Chicago to Barney and Lyla Carroll on July 28, 1942; and

WHEREAS, Sen. Carroll was sworn into the Illinois House of Representatives in 1971 and into the Senate in 1973, where he served for 26 years and authored numerous bills focusing on equal rights and human rights, including the first hate crimes bill in the country, the first to include sexuality in the Human Rights Act, and the Comprehensive Health Insurance Plan Act known as CHIP; and

WHEREAS, Sen. Carroll was an active participant in the Democratic Party and contributed to the success and viability of the Democratic Party in the State of Illinois; he served as committeeman for the 50th Ward in Chicago, as treasurer and finance chairman of the Chicago and Cook County Democratic Central Committee, and as a member of the Democratic State Platform Committee; his list of political activities spanned from meeting with presidents, prime ministers, and Mother Teresa to helping to try and stop the Nazis from marching in Skokie; and

WHEREAS, Deeply devoted to his Jewish faith, Sen. Carroll will be remembered as a family man, a born leader, a statesman, a voice for the voiceless, and a storyteller extraordinaire who devoted his energy and talents to improving the well-being of the people of Illinois; and

WHEREAS, Sen. Carroll was preceded in death by his parents and his brothers, Ira L. and Earl A. Carroll; and

WHEREAS, Sen. Carroll is survived by his wife, Eda (Stagman) Carroll; his daughters, Jacqueline Carroll (Louis Bernstein) and Barbara (Dan) Carroll Delano; and his granddaughters, Lillian and Alyssa; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of former Illinois State Senator Howard William "Howie" Carroll and extend our sincere condolences to his family, friends, and all who knew and loved him; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of Sen. Carroll as an expression of our deepest sympathy.
