HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Bill Houlihan on the
4occasion of his retirement as state director for U.S. Senator
5Richard Durbin; and
 
6    WHEREAS, Bill Houlihan was born and raised in Chicago; he
7attended elementary and high schools in the south suburbs of
8Chicago; he earned his Bachelor of Science in Political
9Science from Eastern Illinois University in 1981, where he
10served as student body president; and
 
11    WHEREAS, Bill Houlihan began his lengthy political career
12at the tender age of 9 while passing out literature during his
13father's successful campaign for Illinois State Representative
14in 1964; and
 
15    WHEREAS, Bill Houlihan initially worked as an organizer
16for the Illinois Education Association in Springfield from
171981 to 1983; he then pursued his interest in political
18science and government; he served as an administrative
19assistant and the director of the Legislative Services Staff
20for Illinois Senate President Phil Rock from 1983 to 1993; he
21then took the position of director of the Springfield office
22of U.S. Senator Carol Moseley-Braun from 1993 to 1996; and

1    WHEREAS, Bill Houlihan joined the staff of U.S. Senator
2Richard Durbin following the senator's successful campaign in
31996; he has served as both the downstate director and state
4director; he brought to the roles his expertise in local,
5state, and federal government while overseeing the operations
6of the senator's four district offices; and
 
7    WHEREAS, Bill Houlihan is known for his commitment to the
8Democratic Party and has served the party in a number of
9capacities; he was elected as chairman of the Sangamon County
10Democratic Party for three 2-year terms starting in 1988, and
11he was elected again to this position in 2021; he also served
12as commissioner of the Springfield Public Building, trustee of
13the Springfield Sanitary District Trustee, and commissioner of
14the Springfield Housing Authority; he was elected as
15committeeman of the 18th District State Central Committee for
16the Democratic Party of Illinois in March 2014, and he still
17holds this position; and
 
18    WHEREAS, Bill Houlihan is an avid sports fan and enjoys
19traveling; and
 
20    WHEREAS, Bill Houlihan resides in Springfield with his
21wife, Cindy Winans Houlihan; they are the parents of four
22children, Mariah, Grant, John, and Neil, and the grandparents

1of six grandchildren; therefore, be it
 
2    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
3HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
4we congratulate Bill Houlihan on the occasion of his
5retirement, and we recognize his commitment to the State of
6Illinois; and be it further
 
7    RESOLVED, That a suitable copy of this resolution be
8presented to Bill Houlihan as an expression of our esteem and
9respect.
