| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives wish to congratulate Joe Ciaccio on the | 4 | | occasion of his retirement; and
| 5 | | WHEREAS, Joe Ciaccio was born in Springfield and graduated | 6 | | from Griffin High School in 1969; he graduated from St. Louis | 7 | | University and received his Juris Doctor from the Northern | 8 | | Illinois University College of Law; and
| 9 | | WHEREAS, Joe Ciaccio served as a staff attorney for the | 10 | | Illinois House of Representatives
from 1980 to 1983 and as the | 11 | | manager of Government Affairs for the Illinois Chamber of | 12 | | Commerce from 1983 to 1986; and
| 13 | | WHEREAS, Joe Ciaccio served as Vice President and General | 14 | | Counsel for the Illinois Railroad Association; he was elected | 15 | | President of the Illinois Railroad Association in 1999 and is | 16 | | only the third person to head the association; and | 17 | | WHEREAS, During Joe Ciaccio's leadership at the Illinois | 18 | | Railroad Association, there has been a dramatic and measurable | 19 | | improvement in public safety as realized in fewer fatalities, | 20 | | accidents, and trespassing at railroad crossings due to | 21 | | industry participation with first responders and safety |

| 1 | | agencies; and | 2 | | WHEREAS, Joe Ciaccio has worked closely with stakeholders | 3 | | throughout the State of Illinois to maintain and develop | 4 | | Illinois' first in nation status on freight rail volumes, | 5 | | including the unparalleled growth of intermodal, and | 6 | | presently, 46% of the nation's cargo comes through the State | 7 | | of Illinois; and | 8 | | WHEREAS, Joe Ciaccio has represented Illinois to a larger | 9 | | national group of railroad professionals across the United | 10 | | States at conferences, panels, and meetings as a respected | 11 | | leader; and | 12 | | WHEREAS, Joe Ciaccio has chaired Illinois' "Third House" | 13 | | and has earned the respect of generations of lobbyists, | 14 | | government affairs representatives, legislative staff, and | 15 | | elected officials; and
| 16 | | WHEREAS, Joe Ciaccio and his wife, Deborah, have two | 17 | | children, Joseph and Michael, and three grandchildren, Leo, | 18 | | Elizabeth, and Madeleine; therefore, be it
| 19 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 20 | | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 21 | | we congratulate Joe Ciaccio on his retirement and wish him the |
