SYNOPSIS AS INTRODUCED:
 
ILCON Art. IV, Sec. 8

    Amends the Legislature Article of the Illinois Constitution. Provides that any bill voted upon in either house on or after January 1, but prior to the beginning of a new session of the General Assembly on the second Wednesday in January, in odd-numbered years, shall pass only by a three-fifths majority vote of the members elected to each house. Effective upon being declared adopted.

CONSTITUTIONAL AMENDMENT

 
3    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
4HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
5SENATE CONCURRING HEREIN, that there shall be submitted to the
6electors of the State for adoption or rejection at the general
7election next occurring at least 6 months after the adoption
8of this resolution a proposition to amend the Illinois
9Constitution in Article IV by changing Section 8 as follows:

12    (ILCON Art. IV, Sec. 8)
13SECTION 8. PASSAGE OF BILLS
14    (a) The enacting clause of the laws of this State shall be:
15"Be it enacted by the People of the State of Illinois,
16represented in the General Assembly."
17    (b) The General Assembly shall enact laws only by bill.
18Bills may originate in either house, but may be amended or
19rejected by the other.
20    (c) No bill shall become a law without the concurrence of a
21majority of the members elected to each house. Final passage
22of a bill shall be by record vote. In the Senate at the request
23of two members, and in the House at the request of five

1members, a record vote may be taken on any other occasion. A
2record vote is a vote by yeas and nays entered on the journal.
3    (d) A bill shall be read by title on three different days
4in each house. A bill and each amendment thereto shall be
5reproduced and placed on the desk of each member before final
6passage.
7    Bills, except bills for appropriations and for the
8codification, revision or rearrangement of laws, shall be
9confined to one subject. Appropriation bills shall be limited
10to the subject of appropriations.
11    A bill expressly amending a law shall set forth completely
12the sections amended.
13    The Speaker of the House of Representatives and the
14President of the Senate shall sign each bill that passes both
15houses to certify that the procedural requirements for passage
16have been met.
17    (e) Any bill voted upon in either house on or after January
181, but prior to the beginning of a new session of the General
19Assembly on the second Wednesday in January, in odd-numbered
20years, shall pass only by a three-fifths majority vote of the
21members elected to each house.

SCHEDULE
24    This Constitutional Amendment takes effect upon being
25declared adopted in accordance with Section 7 of the Illinois
