SYNOPSIS AS INTRODUCED:
 
    Authorizes the Department of Central Management Services to convey certain specified property to the Village of Tinley Park for economic development and remediation of environmental hazards, for no less than the fair market value as determined by an average of 2 appraisals. Provides that the proceeds from the sale shall be deposited into the Mental Health Fund. Effective immediately.

1    AN ACT concerning property.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State of Illinois owns the following
5described real estate, which is under the control of the
6Department of Central Management Services:
 
7        That part of Section 36, Township 36 North, Range 12,
8    East of the Third Principal Meridian, lying Southerly of
9    the Southerly Line of the Chicago, Rock Island and Pacific
10    Railroad,
 
11        (Excepting therefrom that portion described as
12    follows:
 
13        That part of the West 1/2 of the Southwest 1/4 of said
14    Section 36 lying South of the Center Line of the North
15    Branch of the Flossmoor Road Drainage Ditch; Also that
16    part of the South 46 Acres of the East 1/2 of the Southwest
17    1/4 of said Section 36, lying South and West of the Center
18    Line of the North Branch of the Flossmoor Road Drainage
19    Ditch;
 
20        Also Excepting therefrom that portion described as

2        That part of the West 1900 feet of the Southwest 1/4 of
3    said Section 36 lying Southerly of the Southerly Right of
4    Way of the Chicago, Rock Island and Pacific Railroad
5    (commonly known as the Metra Line) and lying Northerly of
6    the Centerline of the Northern Tributary to the Union
7    Drainage Ditch;
 
8        Also Excepting therefrom that portion described as
9    follows:
 
10        That part of the West 1900 Feet of the Northwest 1/4 of
11    said Section 36 lying Southerly of the Southerly Right of
12    Way of the Chicago, Rock Island and Pacific Railroad
13    (commonly known as the Metra Line);
 
14        Also Excepting therefrom that portion described as

16        That Part of the South 1/2 of said Section 36,
17    described as follows:
 
18        Beginning at the South Quarter Corner of said Section
19    36; thence East 573.67 Feet along the South Line of the

11        Also Excepting therefrom that portion dedicated for
12    Public Roadway by Plat of Dedication Recorded as Document
13    0633315190, described as follows:
 
14        Commencing at the Southeast Corner of Said Section 36;
15    thence Westerly on an assumed bearing of South 89 Degrees
16    07 Minutes 35 Seconds West along the South Line of the
17    South 1/2 of Said Section 36, a Distance of 70 Feet to the
18    Point of Beginning; thence continuing South 89 Degrees 07
19    Minutes 36 Seconds West along the last described Line a
20    Distance of 3446.28 Feet to the Center Line of the North
21    Branch of the Flossmoor Road Drainage Ditch; thence North
22    57 Degrees 00 Minutes 02 Seconds East along said
23    Centerline a Distance of 94.02 Feet to a point of a Line
24    drawn 50 Feet North of and parallel with the South Line of

1    Said Section 36; thence North 89 Degrees 07 Minutes 35
2    Seconds East along said parallel line a Distance of
3    3296.21 Feet to a point; thence North 43 Degrees 52
4    Minutes 32 Seconds East, a Distance of 98.61 Feet to a
5    point of the West Line of the East 70 Feet of aforesaid
6    Section 36; thence South 01 Degrees 22 Minutes 32 Seconds
7    East along Said West Line of the East 70 Feet, a Distance
8    of 120 Feet to the Point of Beginning;
 
9        Also Excepting therefrom that portion falling within
10    Harlem Avenue as widened), in Cook County, Illinois.
 
11    Section 10. The real estate described in Section 5 is no
12longer needed by the State of Illinois. Therefore, upon
13completion of use of the parcel, the Department of Central
14Management Services, on behalf of the State of Illinois, shall
15convey by quitclaim deed all right, title, and interest of the
16State of Illinois and the Department of Central Management
17Services in and to the real estate described in Section 5 of
18this Act to the Village of Tinley Park for economic
19development and remediation of environmental hazards, for no
20less than the fair market value as determined by an average of
212 appraisals. The proceeds from the sale shall be deposited
22into the Mental Health Fund.
 
23    Section 15. The Director of Central Management Services

1shall obtain a certified copy of this Act within 60 days after
2its effective date and shall record the certified document in
3the Recorder's Office of Cook County, Illinois.
 
4    Section 99. Effective date. This Act takes effect upon
5becoming law.
