SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Public Safety Task Force Act. Creates the Public Safety Task Force. Provides for the membership of the Task Force. Provides that appointments to the Task Force shall be made within 30 days after the effective date of the Act. Provides that members of the Task Force shall receive no compensation for their service on the Task Force. Provides that the first meeting of the Task Force shall be within 45 days after the effective date of the Act. Provides that a chairperson of the Task Force shall be appointed by a vote of the majority of the members of the Task Force. Provides that the Illinois State Police shall provide administrative and other support to the Task Force. Provides that the Task Force shall: (1) complete a comprehensive review of the criminal justice system in Illinois; (2) evaluate the laws governing the bail system or pretrial release system, charging of crimes, sentencing of offenders, and how those laws affect law enforcement, offenders, and victims of crime; and (3) recommend changes of those laws to the General Assembly. Provides that the Task Force shall submit a report of its recommendations and findings to the Governor and General Assembly on or before December 31, 2022. Provides that the Task Force is dissolved on January 1, 2024. Repeals the Act on January 1, 2024. Effective immediately.

1    AN ACT concerning public safety.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the Public
5Safety Task Force Act.
 
6    Section 5. Public Safety Task Force.
7    (a) The Public Safety Task Force is created. The Task
8Force shall consist of the following members:
9        (1) the Executive Director of a statewide association
10    representing chiefs of police appointed by the House
11    Minority Leader;
12        (2) the Director of the Illinois State Police or the
13    Director's designee;
14        (3) the Executive Director of a statewide association
15    representing county sheriffs appointed by the Speaker of
16    the House of Representatives;
17        (4) a representative of the Chicago Police Department
18    appointed by the Senate Minority Leader;
19        (5) a representative of a statewide fraternal
20    organization that represents law enforcement appointed by
21    the President of the Senate;
22        (6) the Attorney General or the Attorney General's
23    designee;

1        (7) two legislative members appointed by the House
2    Minority Leader;
3        (8) two legislative members appointed by the Speaker
4    of the House of Representatives;
5        (9) two legislative members appointed by the Senate
6    Minority Leader;
7        (10) two legislative members appointed by the Speaker
8    of the House of Representatives;
9        (11) a representative of a statewide association
10    representing State's Attorneys appointed by the House
11    Minority Leader;
12        (12) a representative of a statewide association
13    representing public defenders appointed by the Speaker of
14    the House of Representatives; and
15        (13) a representative of a victim's advocacy group
16    appointed by the House Minority Leader.
17    (b) Appointments to the Task Force shall be made within 30
18days after the effective date of this Act. Members of the Task
19Force shall receive no compensation for their service on the
20Task Force. The first meeting of the Task Force shall be held
21within 45 days after the effective date of this Act. A
22chairperson of the Task Force shall be appointed by a vote of
23the majority of the members of the Task Force.
24    (c) The Illinois State Police shall provide administrative
25and other support to the Task Force.
26    (d) The Task Force shall:

1        (1) complete a comprehensive review of the criminal
2    justice system in Illinois;

7        (3) recommend changes of those laws to the General

9    (e) The Task Force shall submit a report of its

12dissolved on January 1, 2024.
 
13    Section 10. Repeal. This Act is repealed on January 1,
142024.
 
15    Section 99. Effective date. This Act takes effect upon
16becoming law.
