SYNOPSIS AS INTRODUCED:
 
110 ILCS 305/9  from Ch. 144, par. 30

    Amends the University of Illinois Act. With regard to scholarships for the children of veterans, provides that, beginning with the 2022-2023 academic year, each county shall, as an alternative, be entitled, annually, to one honorary scholarship in the University for the benefit of the children of police officers or fire officers who were killed in the line of duty while employed by or in the voluntary service of this State or any local public entity in this State. Effective immediately.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The University of Illinois Act is amended by
5changing Section 9 as follows:
 
6    (110 ILCS 305/9)  (from Ch. 144, par. 30)
7    Sec. 9. Scholarships for children of veterans, police
8officers, or fire officers.
9    (a) For each of the following periods of hostilities, each
10county shall be entitled, annually, to one honorary
11scholarship in the University, for the benefit of the children
12of persons who served in the armed forces of the United States,
13except that the total number of scholarships annually granted
14to recipients from each county may not exceed 3: any time
15between September 16, 1940 and the termination of World War
16II, any time during the national emergency between June 25,
171950 and January 31, 1955, any time during the Viet Nam
18conflict between January 1, 1961 and May 7, 1975, any time
19during the siege of Beirut and the Grenada Conflict between
20June 14, 1982 and December 15, 1983, or any time on or after
21August 2, 1990 and until Congress or the President orders that
22persons in service are no longer eligible for the Southwest
23Asia Service Medal, Operation Enduring Freedom, and Operation

1Iraqi Freedom. Preference for scholarships shall be given to
2the children of persons who are deceased or to the children of
3persons who have a disability.
4    (b) Beginning with the 2022-2023 academic year, each
5county shall, as an alternative, be entitled, annually, to one
6honorary scholarship in the University for the benefit of the
7children of police officers or fire officers who were killed
8in the line of duty while employed by or in the voluntary
9service of this State or any local public entity in this State.
10A county may award an honorary scholarship either under the
11provisions of subsection (a) or under the provisions of this
12subsection (b), but not under both provisions.
13    (c) Scholarships under this Section Such scholarships
14shall be granted to such pupils as shall, upon public
15examination, conducted as the board of trustees of the
16University may determine, be decided to have attained the
17greatest proficiency in the branches of learning usually
18taught in the secondary schools, and who shall be of good moral
19character, and not less than 15 years of age. Such pupils, so
20selected, shall be entitled to receive, without charge for
21tuition, instruction in any or all departments of the
22University for a term of at least 4 consecutive years. Such
23pupils shall conform, in all respects, to the rules and
24regulations of the University, established for the government
25of the pupils in attendance.
