| 1 | | AN ACT concerning local government.
| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Counties Code is amended by adding Section | 5 | | 5-1186 as follows: | 6 | | (55 ILCS 5/5-1186 new) | 7 | | Sec. 5-1186. COVID-19 business relief; waiver of business | 8 | | fees, costs, and licensing. Notwithstanding any other | 9 | | provision of law, a county board or board of county | 10 | | commissioners may, by resolution, waive or provide credit for | 11 | | any application or permit costs, fees or other licensing or | 12 | | registration costs for businesses, including, but not limited | 13 | | to, professional or business licensing, liquor licenses, | 14 | | construction, insurance, sales, builders, contractors, food | 15 | | service, delivery, repair, consultation, legal services, | 16 | | accounting, transportation, manufacturing, technology, | 17 | | assembly, tourism, entertainment, or any business, industry, | 18 | | or service the county is permitted by law to regulate or | 19 | | license. | 20 | | A waiver of business fees or costs shall be subject to an | 21 | | application or review process and a demonstration of need | 22 | | based upon any financial or logistical hardship as a result of | 23 | | the COVID-19 pandemic. |

| 1 | | Any such waiver or credit shall not be construed to apply | 2 | | to any of the business and licensing costs of the State or any | 3 | | of its agencies or departments and is not an exemption from | 4 | | safety, health, or regulatory requirements or inspections of a | 5 | | county, municipality, or the State. | 6 | | Section 10. The Illinois Municipal Code is amended by | 7 | | adding Section 11-42-17 as follows: | 8 | | (65 ILCS 5/11-42-17 new) | 9 | | Sec. 11-42-17. COVID-19 business relief; waiver of | 10 | | business fees, costs, and licensing.
