Amends the Firearm Owners Identification Card Act and the Firearm Concealed Carry Act. Provides that the Illinois State Police shall establish and maintain an email and text message notification system for persons who are applying for or possess Firearm Owner's Identification Cards or concealed carry licenses. Provides that in addition to receiving a mail notification of the status of a person's application for, renewal, suspension, or revocation of his or her Firearm Owner's Identification Card or concealed carry license, the person may request email or text message, or both, notifications of the status of his or her application, renewal, suspension, revocation, and other notifications concerning his or her Firearm Owner's Identification Card or concealed carry license. Provides that the Illinois State Police shall notify a person who possesses a valid Firearm Owner's Identification Card or concealed carry license of the expiration of his or her Card or license at least 90 days before its expiration. Provides that that if a person is issued a concealed carry license under the Firearm Concealed Carry Act, the person may be issued a Firearm Owner's Identification Card that is valid for the person to whom it is issued for a period of 5 years and which expires upon the expiration of the person's concealed carry license. Provides that if the only reason for the revocation of a person's concealed carry license is the expiration of the licensee's Firearm Owner's Identification Card, the person does not have to submit a form to the Illinois State Police to conduct an investigation of the person's suitability for the issuance of a concealed carry license.

| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Firearm Owners Identification Card Act is | 5 | | amended by changing Sections 5 and 7 as follows:
| 6 | | (430 ILCS 65/5) (from Ch. 38, par. 83-5)
| 7 | | Sec. 5. Application and renewal. | 8 | | (a) The Department of State Police shall either approve or
| 9 | | deny all applications within 30 days from the date they are | 10 | | received,
except as provided in subsection (b) of this | 11 | | Section, and every applicant found qualified under Section 8 | 12 | | of this Act by
the Department shall be entitled to a Firearm | 13 | | Owner's Identification
Card upon the payment of a $10 fee. Any | 14 | | applicant who is an active duty member of the Armed Forces of | 15 | | the United States, a member of the Illinois National Guard, or | 16 | | a member of the Reserve Forces of the United States is exempt | 17 | | from the application fee. $6 of each fee derived from the
| 18 | | issuance of Firearm Owner's Identification Cards, or renewals | 19 | | thereof,
shall be deposited in the Wildlife and Fish Fund in | 20 | | the State Treasury;
$1 of the fee shall be deposited in the | 21 | | State Police Services Fund and $3 of the fee shall be deposited | 22 | | in the
State Police Firearm Services Fund. | 23 | | (b) Renewal applications shall be approved or denied |

| 1 | | within 60 business days, provided the applicant submitted his | 2 | | or her renewal application prior to the expiration of his or | 3 | | her Firearm Owner's Identification Card. If a renewal | 4 | | application has been submitted prior to the expiration date of | 5 | | the applicant's Firearm Owner's Identification Card, the | 6 | | Firearm Owner's Identification Card shall remain valid while | 7 | | the Department processes the application, unless the person is | 8 | | subject to or becomes subject to revocation under this Act. | 9 | | The cost for a renewal application shall be $10 which shall be | 10 | | deposited into the State Police Firearm Services Fund. The | 11 | | Illinois State Police shall notify a person who possesses a | 12 | | valid Firearm Owner's Identification Card of the expiration of | 13 | | his or her Card at least 90 days before its expiration. The | 14 | | Illinois State Police shall establish and maintain an email | 15 | | and text message notification system for persons who are | 16 | | applying for or possess a Firearm Owner's Identification Card. | 17 | | In addition to receiving a mail notification of the status of a | 18 | | person's application for, renewal, suspension, or revocation | 19 | | of his or her Firearm Owner's Identification Card, the person | 20 | | may request email or text message, or both, notifications of | 21 | | the status of his or her application, renewal, suspension, | 22 | | revocation, and other notifications concerning his or her | 23 | | Firearm Owner's Identification Card.

| 1 | | Sec. 7. Validity of Firearm Owner's Identification Card. | 2 | | (a) Except as provided in Section 8 of this Act or | 3 | | subsection (b) of this Section, a Firearm Owner's
| 4 | | Identification Card issued under the provisions of this Act | 5 | | shall be valid
for the person to whom it is issued for a period | 6 | | of 10 years from the date
of issuance , except that if a person | 7 | | is issued a concealed carry license under the Firearm | 8 | | Concealed Carry Act, the person may be issued a Firearm | 9 | | Owner's Identification Card that is valid for the person to | 10 | | whom it is issued for a period of 5 years and expires upon the | 11 | | expiration of the person's concealed carry license . | 12 | | (b) If a renewal application is submitted to the | 13 | | Department before the expiration date of the applicant's | 14 | | current Firearm Owner's Identification Card, the Firearm | 15 | | Owner's Identification Card shall remain valid for a period of | 16 | | 60 business days, unless the person is subject to or becomes | 17 | | subject to revocation under this Act.

| 19 | | Section 10. The Firearm Concealed Carry Act is amended by | 20 | | changing Section 50 and by adding Section 50.1 as follows: | 21 | | (430 ILCS 66/50)
| 22 | | Sec. 50. License renewal. | 23 | | (a) This subsection (a) applies through the 180th day | 24 | | following the effective date of this amendatory Act of the |

| 1 | | 101st General Assembly. Applications for renewal of a license | 2 | | shall be made to the Department. A license shall be renewed for | 3 | | a period of 5 years upon receipt of a completed renewal | 4 | | application, completion of 3 hours of training required under | 5 | | Section 75 of this Act, payment of the applicable renewal fee, | 6 | | and completion of an investigation under Section 35 of this | 7 | | Act. The renewal application shall contain the information | 8 | | required in Section 30 of this Act, except that the applicant | 9 | | need not resubmit a full set of fingerprints. | 10 | | (b) This subsection (b) applies on and after the 181st day | 11 | | following the effective date of this amendatory Act of the | 12 | | 101st General Assembly. Applications for renewal of a license | 13 | | shall be made to the Department. A license shall be renewed for | 14 | | a period of 5 years from the date of expiration on the | 15 | | applicant's current license upon the receipt of a completed | 16 | | renewal application, completion of 3 hours of training | 17 | | required under Section 75 of this Act, payment of the | 18 | | applicable renewal fee, and completion of an investigation | 19 | | under Section 35 of this Act. The renewal application shall | 20 | | contain the information required in Section 30 of this Act, | 21 | | except that the applicant need not resubmit a full set of | 22 | | fingerprints. | 23 | | (c) The Illinois State Police shall notify a person who | 24 | | possesses a valid concealed carry license of the expiration of | 25 | | his or her license at least 90 days before its expiration.
