SYNOPSIS AS INTRODUCED:
 
105 ILCS 230/5-500 new
110 ILCS 805/5-13 new

    Amends the School Construction Law. Provides that, notwithstanding any other provision of the Law to the contrary, a disadvantaged school district may submit an application with the State Board of Education to waive any local matching funds requirements for a grant awarded under the Law until the project for which the grant was awarded is complete. Requires the State Board of Education to adopt rules. Amends the Public Community College Act. Provides that, notwithstanding any other provision of the Act to the contrary, a disadvantaged community college district may submit an application with the Illinois Community College Board to waive any local matching funds requirements for a grant awarded to the district for a capital project until the capital project is complete. Requires the Illinois Community College Board to adopt rules.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Construction Law is amended by
5adding Section 5-500 as follows:
 
6    (105 ILCS 230/5-500 new)
7    Sec. 5-500. Local matching funds waiver.
8    (a) Notwithstanding any other provision of this Law to the
9contrary, a disadvantaged school district may submit an
10application with the State Board of Education under this
11Section to waive any local matching funds requirements for a
12grant awarded under this Law until the project for which the
13grant was awarded is complete. A school district seeking a
14waiver under this Section must submit a separate application
15for each grant awarded to that district.
16    (b) The State Board of Education must adopt rules to
17implement this Section.
 
18    Section 10. The Public Community College Act is amended by
19adding Section 5-13 as follows:
 
20    (110 ILCS 805/5-13 new)
21    Sec. 5-13. Local matching funds waiver.

7seeking a waiver under this Section must submit a separate

10Section.
