SENATE RESOLUTION

 
2    WHEREAS, Every child deserves a safe and stable place to
3call home; and
 
4    WHEREAS, Many children across the state experience abuse
5or neglect from their homes; and
 
6    WHEREAS, The protection of children from physical,
7emotional, and sexual abuse, exploitation, and neglect is at
8the core of the duties and fundamental responsibilities of the
9State; and
 
10    WHEREAS, Children's Advocacy Centers (CACs) and Court
11Appointed Special Advocates for Children (CASAs) are essential
12to providing formal, comprehensive, integrated, and
13multifaceted approaches to cases of child abuse and neglect;
14and
 
15    WHEREAS, It is important that each CAC and CASA receive
16the funding they need to properly respond to cases of child
17abuse and neglect; therefore, be it
 
18    RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL
19ASSEMBLY OF THE STATE OF ILLINOIS, that the Task Force on
20Children Advocacy Centers and Court Appointed Special

1Advocates for Children Funding is created to ensure that each
2CAC and CASA facility receives adequate funding to respond to
3the number and severity of child abuse and neglect cases in
4their respective jurisdictions; and be it further
 
5    RESOLVED, That the Task Force shall be comprised of the
6following 14 members, who shall serve without compensation:
7        (1) One member of the Illinois Senate appointed by the
8    Senate President;
9        (2) One member of the Illinois Senate appointed by the
10    Senate Minority Leader;
11        (3) The Illinois Attorney General or his or her
12    designee;
13        (4) The Executive Director of the Illinois Office of
14    Management and Budget or his or her designee;
15        (5) The Director of the Department of Children and
16    Family Services or his or her designee;
17        (6) The Executive Director of The Children's Advocacy
18    Centers of Illinois or his or her designee;
19        (7) The Executive Director of the Illinois Association
20    of Court Appointed Special Advocates or his or her
21    designee;
22        (8) The Executive Director of the Illinois Criminal
23    Justice Information Authority or his or her designee;
24        (9) The Executive Director of an urban, accredited
25    Children's Advocacy Center, appointed by the Senate

1    President;
2        (10) The Executive Director of a suburban, accredited
3    Children's Advocacy Center, appointed by the Senate
4    President;
5        (11) The Executive Director of a rural, accredited
6    Children's Advocacy Center, appointed by the Senate
7    President;
8        (12) The Executive Director of an urban county Court
9    Appointed Special Advocates Center, appointed by the
10    Senate President;
11        (13) The Executive Director of a suburban county Court
12    Appointed Special Advocates Center, appointed by the
13    Senate President; and
14        (14) The Executive Director of a rural county Court
15    Appointed Special Advocates Center, appointed by Illinois
16    Senate President; and be it further
 
17    RESOLVED, That the Senate President shall designate a
18chair and vice-chair from among the Task Force members; and be
19it further
 
20    RESOLVED, That the Department of Children and Family
21Services shall provide administrative support for the Task
22Force; and be it further
 
23    RESOLVED, That the Task Force shall meet over the course

1of 2022 at the discretion of the chair and shall submit a final
2report to the General Assembly by December 31, 2022, which
3shall include a fair funding formula for CACs and CASAs
4throughout the state; and be it further
 
5    RESOLVED, That upon the filing of its final report, the
6Task Force is dissolved; and be it further
 
7    RESOLVED, That suitable copies of this resolution be
8delivered to the Senate President, the Senate Minority Leader,
9the Executive Director of the Illinois Office of Management
10and Budget, the Director of the Department of Children and
11Family Services, and the Illinois Attorney General.
