| 1 | | SENATE RESOLUTION
| 2 | | WHEREAS, Tinley Park Mental Health Center was constructed | 3 | | in 1958; it occupies 213 acres and is adjacent to the 62 acres | 4 | | of property vacated by the Howe Development Center; and
| 5 | | WHEREAS, The facility was decertified by the federal | 6 | | government in 2009; and
| 7 | | WHEREAS, The 61-year-old facility stopped admissions on | 8 | | June 16, 2012, and patients were discharged into local | 9 | | hospitals and treatment providers; and
| 10 | | WHEREAS, The Tinley Park Mental Health Center property has | 11 | | remained unoccupied for the past seven years and poses safety | 12 | | and environmental risks to local residents of Tinley Park; and
| 13 | | WHEREAS, The Village of Tinley Park has conducted their own | 14 | | private study, at the expense of taxpayers, to investigate the | 15 | | environmental risks associated with the Tinley Park Mental | 16 | | Health Center; and
| 17 | | WHEREAS, The Results of the Village of Tinley Park's | 18 | | studies have estimated an environmental clean up cost of | 19 | | $12,400,000.00; and

| 1 | | WHEREAS, The Tinley Park Mental Health Center costs the | 2 | | state approximately $500,000.00 a year for maintenance and | 3 | | unduly burdens the taxpayers of the State of Illinois, | 4 | | including the residents of Tinley Park and the surrounding | 5 | | communities; and
| 6 | | WHEREAS, The Village of Tinley Park has taken requested | 7 | | proposals from qualified developers across the nation in order | 8 | | to properly develop the Tinley Park Mental Health Center; and
| 9 | | WHEREAS, The residents and developers deserve to know the | 10 | | estimated value of the property and the costs that are | 11 | | associated with the purchase and development of the property; | 12 | | and
| 13 | | WHEREAS, The residents of Tinley Park deserve to have the | 14 | | property developed and should not be responsible for the costs | 15 | | associated with the environmental clean up from an outdated | 16 | | state property; and
| 17 | | WHEREAS, Over the past four years, members of the Illinois | 18 | | General Assembly have requested that the previous Governor and | 19 | | his administration proceed with the resolution of the | 20 | | environmental issues associated with the Tinley Park Mental | 21 | | Health Center so the surplus property could be sold; and

| 1 | | WHEREAS, Members of the Illinois General Assembly have also | 2 | | requested that the Department of Central Management Services | 3 | | conduct three independent appraisals on the property, which is | 4 | | required by Illinois State law; therefore, be it
| 5 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL | 6 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we urge Governor JB | 7 | | Pritzker and the Director of the Department of Central | 8 | | Management Services to conduct the three independent | 9 | | appraisals required by State law in order to further the sale | 10 | | of the Tinley Park Mental Health Center; and be it further
| 11 | | RESOLVED, That suitable copies of this resolution be | 12 | | delivered to Governor JB Pritzker and the Director of the | 13 | | Department of Central Management Services.
