| 2 | | WHEREAS, The members of the Illinois Senate are saddened to | 3 | | learn of the death of Herbert D. "Herb" Black of Rock Island, | 4 | | who passed away on September 1, 2019; and
| 5 | | WHEREAS, Herb Black was born in Moline to Herbert H. and | 6 | | Mary Jane (Scheuermann) Black on January 4, 1951; he served in | 7 | | the United States Army; he married Ernestine "Tina" Hook in | 8 | | Moline on December 18, 1976; and
| 9 | | WHEREAS, Herb Black retired from the Rock Island School | 10 | | District, where he worked as a custodian; and
| 11 | | WHEREAS, Herb Black was a member of Quad Cities Canine | 12 | | Assistance Network, Inc. (QCCAN) and Trinity Caring Canines; he | 13 | | was involved in the Order of the Arrow and received the Wood | 14 | | Badge Award and the Vigil Honor; he was active with the Boy | 15 | | Scouts for 23 years and served as Scout Master and Cub Master | 16 | | for Pack and Troop 216; he was also involved with the Girl | 17 | | Scounts for 18 years and was awarded the Appreciation Pin and | 18 | | the Honor Pin; he was proud of his Eagle Scout sons and his | 19 | | Gold Award daughter; he enjoyed woodworking, decorating his | 20 | | golf cart for different local parades, and riding and | 21 | | customizing his Harley motorcycle; and

| 1 | | WHEREAS, Herb Black was preceded in death by his parents; | 2 | | his stepfather, Donald Hartkop; and his stepmother, Irma Black; | 3 | | and
| 4 | | WHEREAS, Herb Black is survived by his wife, Tina; his | 5 | | children, Luke (Amanda) Black, Adhamh (Karla) Black, Cody | 6 | | (Amanda Dayton) Black, and Jennelle Black; his grandchildren, | 7 | | Gavin and Jacqueline Black; his sisters, Cheryl (John) Frost | 8 | | and Candace (Dave) Daker; and his brother, James (Stacy) | 9 | | Hartkop; therefore, be it
| 10 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL | 11 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | 12 | | Herbert D. "Herb" Black and extend our sincere condolences to | 13 | | his family, friends, and all who knew and loved him; and be it | 14 | | further
