| 1 | | SENATE RESOLUTION
| 2 | | WHEREAS, One in nine men will be diagnosed with prostate | 3 | | cancer; and
| 4 | | WHEREAS, Prostate cancer is the second leading cause of | 5 | | cancer death among American men and the most commonly | 6 | | diagnosed; and
| 7 | | WHEREAS, In 2019, there are expected to be approximately | 8 | | 174,650 new cases of prostate cancer and nearly 31,620 deaths | 9 | | from the disease in the United States; in Illinois, it is | 10 | | estimated that 6,690 men will be diagnosed with prostate cancer | 11 | | in 2019; and
| 12 | | WHEREAS, Prostate cancer affects all races and | 13 | | socioeconomic classes; however, compared to white men and other | 14 | | men of color, African American men are at an increased risk for | 15 | | developing prostate cancer; one in six African American men | 16 | | will develop prostate cancer; overall, African American men are | 17 | | 1.7 times more likely to be diagnosed with, and 2.3 times more | 18 | | likely to die from, prostate cancer than white men; African | 19 | | American men are also slightly more likely than white men to be | 20 | | diagnosed with advanced stages of the disease; and
| 21 | | WHEREAS, Finding prostate cancer when it is still at an |

| 1 | | early stage offers the best hope for effective treatment and a | 2 | | cancer-free life; and
| 3 | | WHEREAS, If the disease progresses to metastatic | 4 | | castration-resistant prostate cancer (CRPC), the prognosis is | 5 | | poor, with a median survival of approximately three years; the | 6 | | patient, family, health, and economic burdens of prostate | 7 | | cancer, particularly of advanced-state cancer, are large; and
| 8 | | WHEREAS, Improved awareness of prostate cancer, an | 9 | | understanding of increased risks for developing the disease, as | 10 | | well as access to recent medical advances that may extend the | 11 | | time a patient lives without his cancer spreading are important | 12 | | to improve the patient's outcome; and
| 13 | | WHEREAS, Shared decision making between the patient, his | 14 | | family and other caregivers, and a physician is important to | 15 | | support the appropriate care for an individual's clinical | 16 | | situation; and
| 17 | | WHEREAS, Patients should consult their physicians | 18 | | regarding individual risk for developing prostate cancer, to | 19 | | determine when screening and other tests for early detection of | 20 | | prostate cancer are needed, and to understand the risks and | 21 | | possible benefits of screening; and

| 1 | | WHEREAS, Individuals who are diagnosed with prostate | 2 | | cancer can speak with their physician and other health care | 3 | | providers to learn more about the disease; they can also find | 4 | | support groups and services in their community or online; and
| 5 | | WHEREAS, Additional focus is needed on the personal and | 6 | | social burdens of prostate cancer to anticipate the needs and | 7 | | provide support to the patient, his family, and other | 8 | | caregivers; and
| 9 | | WHEREAS, Additional research on prostate cancer is needed, | 10 | | so new and more effective treatments can be developed, as well | 11 | | as a push for critical research and advanced treatments for | 12 | | prostate cancer; therefore, be it
| 13 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL | 14 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we declare September | 15 | | 2019 as Prostate Cancer Awareness Month in the State of | 16 | | Illinois, and we ask the citizens of Illinois to become aware | 17 | | of prostate cancer, so they can have an informed conversation | 18 | | with their health care provider regarding possible screening | 19 | | and diagnostic methods and, if necessary, treatments to improve | 20 | | the outcomes and the psychosocial support for people affected | 21 | | by the disease.
