SYNOPSIS AS INTRODUCED:
 
105 ILCS 305/2  from Ch. 122, par. 1503-2

    Amends the Illinois Mathematics and Science Academy Law. Requires a public school to provide to the Illinois Mathematics and Science Academy, in a timely manner, all information necessary for the public school's students to apply to the Academy; sets forth certain types of information that must be provided.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Mathematics and Science Academy Law
5is amended by changing Section 2 as follows:
 
6    (105 ILCS 305/2)  (from Ch. 122, par. 1503-2)
7    Sec. 2. Establishment, funding and location. There is
8hereby created the Illinois Mathematics and Science Academy,
9which shall be a residential institution located in the Fox
10River Valley in close proximity to the national science
11laboratories based in Illinois. The Academy may develop
12additional campuses throughout the State, however, any
13additional campus does not need to serve as a residential
14institution. The Academy shall be a State agency, funded by
15State appropriations, private contributions and endowments.
16Minimal fees for residential students who are Illinois
17residents may be charged. Tuition, fees, and room and board
18costs shall be charged for students who are not Illinois
19residents, the totality of which must be sufficient to ensure
20that no State appropriations are used to fund the costs of
21those students attending the Academy. The Academy may admit
22students (i) who are Illinois residents or who are not Illinois
23residents and (ii) who have completed the academic equivalent

1of the 8th grade. No more than 25% of the Academy's student
2body may be composed of students who are not Illinois
3residents. The Academy may offer a program of secondary and
4postsecondary course work. Admission shall be determined by
5competitive examination. A public school must provide to the
6Academy, in a timely manner, all information necessary for the
7public school's students to apply to the Academy, including,
8but not limited to, all of the following:
9        (1) An evaluation of the student completed by the
10    student's math teacher.
11        (2) An evaluation of the student completed by the
12    student's science teacher.
13        (3) An evaluation of the student completed by the
14    student's English teacher.
15        (4) A counselor form completed by the student's
16    guidance counselor or other appropriate school
17    administrator providing information about the school's
18    academic program and the student's academic coursework.
19        (5) The student's official grade report for the
20    previous 2 and one-half school years.
21    In order to be eligible for State appropriations, the
22Academy shall submit to the Board of Higher Education not later
23than the 1st day of October of each year its budget proposal
24for the operation and capital needs of the Academy for its next
25fiscal year and information demonstrating that students who are
26not Illinois residents have paid and will pay tuition, fees,

1and room and board costs sufficient to ensure that no State
2appropriations were used or will be used to fund the costs of
3those students attending the Academy.
