    Amends the State Property Control Act. Provides for the transfer of the remaining balance from the State Police Vehicle Maintenance Fund into the State Police Vehicle Fund. Dissolves the State Police Vehicle Maintenance Fund. Provides that any future deposits due to and any outstanding obligations or liabilities of the State Police Vehicle Maintenance Fund shall pass to the State Police Vehicle Fund. Amends the State Finance Act. Repeals the State Police Vehicle Maintenance Fund on January 1, 2022. Makes conforming changes. Effective immediately.

1    AN ACT concerning finance.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by changing
5Section 5.664 as follows:
 
6    (30 ILCS 105/5.664)
7    Sec. 5.664. The State Police Vehicle Maintenance Fund. This
8Fund is dissolved upon the transfer of the remaining balance
9from the State Police Vehicle Maintenance Fund to the State
10Police Vehicle Fund as provided under subsection (b) of Section
117c of the State Property Control Act. This Section is repealed
12on January 1, 2022.

14    Section 10. The State Property Control Act is amended by
15changing Sections 7b and 7c as follows:

17    Sec. 7b. Maintenance and operation of State Police
18vehicles. All proceeds received by the Department of Central
19Management Services under this Act from the sale of vehicles
20operated by the Department of State Police, except for a $500
21handling fee to be retained by the Department of Central

1Management Services for each vehicle sold, shall be deposited
2into the State Police Vehicle Fund State Police Vehicle
3Maintenance Fund. However, in lieu of the $500 handling fee as
4provided by this paragraph, the Department of Central
5Management Services shall retain all proceeds from the sale of
6any vehicle for which $500 or a lesser amount is collected.
7    The State Police Vehicle Maintenance Fund is created as a
8special fund in the State treasury. All moneys in the State
9Police Vehicle Maintenance Fund, subject to appropriation,
10shall be used by the Department of State Police for the
11maintenance and operation of vehicles for that Department.

13    (30 ILCS 605/7c)
14    Sec. 7c. Acquisition of State Police vehicles.
15    (a) The State Police Vehicle Fund is created as a special
16fund in the State treasury. All moneys in the Fund, subject to
17appropriation, shall be used by the Department of State Police:
18        (1) for the acquisition of vehicles for that
19    Department; or
20        (2) for debt service on bonds issued to finance the
21    acquisition of vehicles for that Department; or .
22        (3) for the maintenance and operation of vehicles for
23    that Department.
24    (b) Notwithstanding any other provision of law to the
25contrary, and in addition to any other transfers that may be

1provided by law, on the effective date of this amendatory Act
2of the 101st General Assembly, or as soon thereafter as
3practicable, the State Comptroller shall direct and the State
4Treasurer shall transfer the remaining balance from the State
5Police Vehicle Maintenance Fund into the State Police Vehicle
6Fund. Upon completion of the transfer, the State Police Vehicle
7Maintenance Fund is dissolved, and any future deposits due to
8that Fund and any outstanding obligations or liabilities of
9that Fund shall pass to the State Police Vehicle Fund.

11    Section 99. Effective date. This Act takes effect upon
12becoming law.
