1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by changing Section
514-1.09b as follows:
 
6    (105 ILCS 5/14-1.09b)
7    Sec. 14-1.09b. Speech-language pathologist.
8    (a) For purposes of supervision of a speech-language
9pathology assistant, "speech-language pathologist" means a
10person who has received a license pursuant to the Illinois
11Speech-Language Pathology and Audiology Practice Act to engage
12in the practice of speech-language pathology.
13    (b) A Professional Educator License with a school support
14personnel endorsement for non-teaching speech-language
15pathologist The School Service Personnel Certificate with a
16speech-language endorsement shall be issued under Section
1721B-25 21-25 of this Code to a speech-language pathologist who
18holds a regular license as a speech-language pathologist
19pursuant to the Illinois Speech-Language Pathology and
20Audiology Practice Act and has paid the application fee
21required for licensure under Article 21B or who meets all of
22the following requirements:
23        (1) (A) (Blank), Holds a regular license as a

1    speech-language pathologist pursuant to the Illinois
2    Speech-Language Pathology and Audiology Practice Act, (B)
3    holds a current Certificate of Clinical Competence in
4    speech-language pathology from the American
5    Speech-Language-Hearing Association and a regular license
6    in speech-language pathology from another state or
7    territory or the District of Columbia and has applied for a
8    regular license as a speech-language pathologist pursuant
9    to the Illinois Speech-Language Pathology and Audiology
10    Practice Act, or (C) holds or has applied for a temporary
11    license pursuant to Section 8.1 of the Illinois
12    Speech-Language Pathology and Audiology Practice Act.
13        (2) Holds a master's or doctoral degree with a major
14    emphasis in speech-language pathology from an institution
15    whose course of study was approved or program was
16    accredited by the Council on Academic Accreditation in
17    Audiology and Speech-Language Pathology of the American
18    Speech-Language-Hearing Association or its predecessor.
19        (3) Either (i) has completed a program of study that
20    meets the content area standards for speech-language
21    pathologists approved by the State Board of Education, in
22    consultation with the State Educator Preparation and
23    Licensure Teachers Certification Board, (ii) has completed
24    a program in another state, territory, or possession of the
25    United States that is comparable to an approved program of
26    study described in item (i), or (iii) holds a certificate

1    issued by another state, territory, or possession of the
2    United States that is comparable to a Professional Educator
3    License with a school support personnel endorsement for
4    non-teaching speech-language pathologist the school
5    service personnel certificate with a speech-language
6    endorsement. If the requirements described in items (i),
7    (ii), or (iii) of this paragraph (3) have not been met, a
8    person must provide evidence that he or she has completed
9    at least 150 clock hours of supervised experience in
10    speech-language pathology with students with disabilities
11    in a school setting, including experience required by
12    federal law or federal court order; however, a person who
13    lacks such experience may obtain interim licensure
14    certification as established by the Illinois State Board of
15    Education, in consultation with the State Educator
16    Preparation and Licensure Teacher Certification Board, and
17    shall participate in school-based professional experience
18    of at least 150 clock hours to meet this requirement.
19        (4) Has successfully completed the required Illinois
20    licensure certification tests under Article 21B.
21        (5) Has paid the application fee required for licensure
22    under Article 21B certification.
23    The provisions of this subsection (b) do not preclude the
24issuance of an educator license a teaching certificate to a
25speech-language pathologist who qualifies for such a license
26certificate.

3    Section 99. Effective date. This Act takes effect upon
4becoming law.
