1 HOUSE RESOLUTION

2     WHEREAS, The Illinois State Board of Education is required
3 to collect vast amounts of school and student data from public
4 school districts across the State; and

5     WHEREAS, The data collected is required by State-mandated
6 regulations through the Illinois School Code, the Illinois
7 Administrative Code, or by numerous federal requirements; and

8     WHEREAS, Reporting local school and student data is
9 oftentimes burdensome, costly, redundant, and time-consuming
10 for school districts and school staff; and

11     WHEREAS, With various State and federal mandates, school
12 districts may be reporting the same data to meet different
13 requirements; therefore, be it

14     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
15 HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
16 we urge the Illinois State Board of Education to review
17 existing data reporting mandates, both State and federal, in an
18 effort to streamline the reporting system and remove redundant
19 data collection; and be it further

20     RESOLVED, That the State Board of Education study the

1 following:
2         (1) Areas in which data collecting may be streamlined
3     to eliminate inefficiencies in the data reporting system
4     for local school districts;
5         (2) Areas in which data collecting may be streamlined
6     so that school districts are not required to report the
7     same data multiple times to meet different State and
8     federal requirements; and
9         (3) Areas in which data collecting is not required by
10     State or federal mandates so that school districts are not
11     required to report data that is not used to improve the
12     educational outcomes of students and schools; and be it
13     further

14     RESOLVED, That the State Board of Education is urged to
15 submit a report to the General Assembly by December 31, 2020
16 with information on the reviewed areas and recommendations on
17 how to streamline the school data reporting and collecting
18 system of the State of Illinois; and be it further

19     RESOLVED, That a suitable copy of this resolution be
20 delivered to the State Superintendent of Education.
