HOUSE RESOLUTION

 
2    WHEREAS, The Windfall Elimination Provision (WEP) was
3created in 1983 to fix an error in how Social Security benefits
4were calculated that had become known as the "windfall";
5however, the WEP did not always function as intended and often
6penalized workers by giving them a lower income replacement
7rate than they deserved; and
 
8    WHEREAS, The WEP is also overly complicated in addition to
9being overly punitive; it is not an issue for individuals who
10spend their entire career in one job where they do not pay
11Social Security tax; however, for those who work both at a job
12where they do pay the tax and one where they do not, it can be a
13very confusing process to deal with the WEP; in the modern
14economy, it is more likely that an individual will have
15multiple jobs over their lifetime rather than just one; and
 
16    WHEREAS, United States House Resolution 711 repeals the
17Windfall Elimination Provision and replaces it with the Public
18Servant Fairness Formula; this change would allow for the use
19of one benefit calculation for all beneficiaries; it will be
20easier to understand and more fair; and
 
21    WHEREAS, U.S. H.R. 711 is not supported by all as the best
22way to fix the problems created by the WEP; however, it has

1gone further in the process than previous attempts, showcasing
2the widespread belief that something needs to be done to
3correct the problems created by the WEP; therefore, be it
 
4    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
5HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
6we urge President Trump and the United States Congress to
7continue to work to find a solution to the problems created by
8the Windfall Elimination Provision; and be it further
 
9    RESOLVED, That suitable copies of this resolution be
10delivered to President Donald Trump, U.S. Senate Majority
11Leader Mitch McConnell, U.S. Senate Minority Leader Chuck
12Schumer, U.S. Speaker of the House Nancy Pelosi, U.S. House of
13Representatives Minority Leader Kevin McCarthy, and all
14members of the Illinois Congressional Delegation.
