HOUSE RESOLUTION

 
2    WHEREAS, Cellular phones have become a vital part of
3everyday life, and citizens rely on them for ease of
4communication and accessing information; and
 
5    WHEREAS, The abuse of this technology by scam artists and
6criminals leads to significant disruptions in everyday life and
7substantial financial losses; and
 
8    WHEREAS, The Federal Trade Commission received 4.5 million
9complaints in 2018 from citizens frustrated with incessant scam
10callers and robocalls; and
 
11    WHEREAS, Scam callers are becoming increasingly
12sophisticated, using spoofing technology to mimic local area
13codes in order to fool the call recipient; and
 
14    WHEREAS, 30 billion robocalls were made in 2017, a number
15that is growing from year-to-year; and
 
16    WHEREAS, $350 Million dollars are lost every year to scam
17calls; and
 
18    WHEREAS, Having a phone number registered on the national
19Do Not Call Registry does little to discourage or stop criminal

1phone scams; and
 
2    WHEREAS, New phone verification methods, including the
3Secure Telephone Identity Revisited (STIR) and Signature-based
4Handling of Asserted information using toKENs (SHAKEN), show
5great promise for helping to stop the increasing flood of scam
6and robocalls; and
 
7    WHEREAS, The federal government and telecom companies are
8taking steps to stop the overwhelming flood of fraudulent and
9unsolicited phone calls that consumers receive; therefore, be
10it
 
11    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
12HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
13we support all efforts by the federal government and the
14telecommunication industry to stop the abuse of our national
15telecommunication networks and the defrauding of our citizens
16by deceitful robocalls and scam callers; and be it further
 
17    RESOLVED, That suitable copies of this resolution be
18delivered to the Federal Communications Commission Chairman
19Ajit Pai and to the respective CEOs of the top five
20telecommunication companies in Illinois.
