HOUSE RESOLUTION

 
2    WHEREAS, Although the U.S. has made tremendous progress in
3its struggle to overcome its tragic racial history, much work
4remains to be done; and
 
5    WHEREAS, Black Americans are much less likely to move up
6the economic ladder than others; and
 
7    WHEREAS, Many factors are at work, including educational
8inequalities, neighborhood effects, workplace discrimination,
9parenting, access to credit, rates of incarceration, and so on;
10therefore, be it
 
11    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
12HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
13the Commission on the Social Status of Black Males is created
14to study the social conditions of black males, develop
15strategies to remedy or assist in remedying serious
16adversities, and make recommendations to improve the
17educational, social, economic, and employment opportunities of
18black males; and be it further
 
19    RESOLVED, That the Commission shall consist of the
20following 14 members, who shall serve without compensation:
21        (1) Two State Representatives appointed by the Speaker

1    of the House, one who shall serve as co-chair;
2        (2) Two State Representatives appointed by the House
3    Minority Leader, one who shall serve as co-chair; and
4        (3) 10 members to be appointed by the co-chairs, who
5    shall be from the following groups:
6            (a) One U.S. Representative from Illinois;
7            (b) Four elected officials from four different
8    Illinois cities;
9            (c) Two Illinois high school students; and
10            (d) Three public members who may represent the
11    areas of employment, criminal justice, education, health,
12    or faith; and be it further
 
13    RESOLVED, That the Commission shall meet at the call of the
14co-chairs, but no less than four times; and be it further
 
15    RESOLVED, That the Department of Children and Family
16Services shall provide administrative support for the
17Commission; and be it further
 
18    RESOLVED, That the Commission shall submit its final report
19to the General Assembly no later than January 1, 2021 and upon
20the filing of its report is dissolved.
