SYNOPSIS AS INTRODUCED:

20 ILCS 2505/2505-805 new

Amends the Department of Revenue Law of the Civil Administrative Code of Illinois. Creates the Senior Citizens Assessment Freeze Task Force. Sets forth the membership of the Task Force. Provides that the Task Force shall study the benefits and consequences associated with expanding the Senior Citizens Assessment Freeze Homestead Exemption to all households that are unlikely to have children in public schools due to advanced age. Effective immediately.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Department of Revenue Law of the Civil Administrative Code of Illinois is amended by adding Section 2505-805 as follows:

Sec. 2505-805. Senior Citizens Assessment Freeze Task Force.

(a) The Senior Citizens Assessment Freeze Task Force, consisting of 8 members, is established. Each of the following shall appoint 2 members: the Speaker of the House of Representatives, the House Minority Leader, the Senate President, and the Senate Minority Leader. The members of the Task Force shall select a chairperson. Members of the Task Force shall receive no compensation but shall be reimbursed for necessary expenses incurred in the performance of their duties.

(b) The Task Force shall study the benefits and consequences associated with expanding the Senior Citizens Assessment Freeze Homestead Exemption under Section 15-172 of the Property Tax Code to all households that are unlikely to have children in public schools due to advanced age. The Department shall provide the Task Force with administrative and other support.

(c) The Task Force shall report its findings to the Governor and the General Assembly no later than January 31, 2021.

(d) This Section is repealed on January 31, 2022.

Section 99. Effective date. This Act takes effect upon becoming law.
