1    AN ACT concerning government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Counties Code is amended by changing Section
54-11001.5 as follows:
 
6    (55 ILCS 5/4-11001.5)
7    (Section scheduled to be repealed on December 31, 2019)
8    Sec. 4-11001.5. Lake County Children's Advocacy Center
9Pilot Program.
10    (a) The Lake County Children's Advocacy Center Pilot
11Program is established. Under the Pilot Program, any grand
12juror or petit juror in Lake County may elect to have his or
13her juror fees earned under Section 4-11001 of this Code to be
14donated to the Lake County Children's Advocacy Center, a
15division of the Lake County State's Attorney's office.
16    (b) On or before January 1, 2017, the Lake County board
17shall adopt, by ordinance or resolution, rules and policies
18governing and effectuating the ability of jurors to donate
19their juror fees to the Lake County Children's Advocacy Center
20beginning January 1, 2017 and ending December 31, 2018. At a
21minimum, the rules and policies must provide:
22        (1) for a form that a juror may fill out to elect to
23    donate his or her juror fees. The form must contain a

1    statement, in at least 14-point bold type, that donation of
2    juror fees is optional;
3        (2) that all monies donated by jurors shall be
4    transferred by the county to the Lake County Children's
5    Advocacy Center at the same time a juror is paid under
6    Section 4-11001 of this Code who did not elect to donate
7    his or her juror fees; and
8        (3) that all juror fees donated under this Section
9    shall be used exclusively for the operation of Lake County
10    Children's Advocacy Center.
11    The Lake County board shall adopt an ordinance or
12resolution reestablishing the rules and policies previously
13adopted under this subsection allowing a juror to donate his or
14her juror fees to the Lake County Children's Advocacy Center
15through December 31, 2021.
16    (c) The following information shall be reported to the
17General Assembly and the Governor by the Lake County board
18after each calendar year of the Pilot Program on or before
19March 31, 2018, and March 31, 2019, July 1, 2020, and July 1,
202021:
21        (1) the number of grand and petit jurors who earned
22    fees under Section 4-11001 of this Code during the previous
23    calendar year;
24        (2) the number of grand and petit jurors who donated
25    fees under this Section during the previous calendar year;
26        (3) the amount of donated fees under this Section

1    during the previous calendar year;
2        (4) how the monies donated in the previous calendar
3    year were used by the Lake County Children's Advocacy
4    Center; and
5        (5) how much cost there was incurred by Lake County and
6    the Lake County State's Attorney's office in the previous
7    calendar year in implementing the Pilot Program.
8    (d) This Section is repealed on January 1, 2022 December
931, 2019.
