SYNOPSIS AS INTRODUCED:
 
20 ILCS 3105/4.02  from Ch. 127, par. 774.02

    Amends the Capital Development Board Act. Provides that the Capital Development Board shall develop and periodically revise a Statewide master plan for non-road infrastructure. Provides that the Capital Development Board shall coordinate its planning activities with those of other State agencies and authorities and shall supervise and review any infrastructure planning performed by other executive branch agencies under the direction of the Governor. Provides that the Capital Development Board shall publish and deliver the Statewide master plan for non-road infrastructure to the Governor and General Assembly by December 31, 2019 and by December 31 every 5 years thereafter. Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Capital Development Board Act is amended by
5changing Section 4.02 as follows:
 
6    (20 ILCS 3105/4.02)  (from Ch. 127, par. 774.02)
7    Sec. 4.02. To conduct continuous studies into the costs of
8building or otherwise providing the facilities described in
9Section 4.01.
10    The Board shall develop and maintain a continuing,
11comprehensive, and integrated planning process that shall
12develop and periodically revise a Statewide master plan for
13non-road infrastructure to guide program development. The
14Board shall coordinate its planning activities with those of
15other State agencies and authorities and shall supervise and
16review any infrastructure planning performed by other
17executive branch agencies under the direction of the Governor.
18The Board shall cooperate and participate with federal,
19regional, State, and local agencies and with interested private
20individuals and organizations in the coordination of plans and
21policies for development of the State's non-road
22infrastructure. To meet the provisions of this Section, the
23Board shall publish and deliver to the Governor and General

1Assembly by December 31, 2019 and by December 31 every 5 years
2thereafter, its master plan for non-road infrastructure. The
3plan shall identify priority projects that are critical to the
4economic and general welfare of this State regardless of public
5jurisdictional responsibility or private ownership. The master
6plan shall provide particular emphasis and detail of at least
7the 5-year period in the immediate future. Annual and 5-year,
8or longer, project programs for each component of the plan
9shall be published and furnished the General Assembly on the
10first Wednesday in April of each year. Identified needs
11included in the plan shall be listed and mapped in a
12distinctive fashion to clearly identify the priority status of
13the projects as follows: (i) projects to be committed for
14execution; (ii) tentative projects that are dependent upon
15funding or other constraints; and (iii) needed projects that
16are not programmed due to lack of funding or other constraints.
17All projects shall be related to the priority systems of the
18master plan, and the priority criteria shall be identified.
19Cost and estimated completion dates shall be included for work
20required to complete a useable segment or component beyond the
21period of the program. The Board shall publish and deliver to
22the Governor and General Assembly on the first Wednesday of
23April of each year 5-year, or longer, non-road infrastructure
24program reporting the number of fiscal years each project has
25been included in previous plans submitted by the Department.
26The Board shall publish and deliver to the Governor and the

1General Assembly by November 1 of each year a report that
2includes the following: (i) all projects accomplished in the
3previous year; and (ii) the award cost and the starting date of
4each listed project.
