1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by changing
5Sections 3-609.1 and 3-621 and by adding Sections 1-142.3 and
63-609.3 as follows:
 
7    (625 ILCS 5/1-142.3 new)
8    Sec. 1-142.3. Military series registration plate. Any
9registration plate that may only be issued to an applicant
10based on some aspect of the applicant's military service.
 
11    (625 ILCS 5/3-609.1)  (from Ch. 95 1/2, par. 3-609.1)
12    Sec. 3-609.1. Congressional Medal of Honor plates. Any
13resident of the State of Illinois who has been awarded the
14Congressional Medal of Honor, or an Illinois resident who is
15the surviving spouse of a person who was awarded the Medal of
16Honor, may make application for the registration of a motor
17vehicle owned solely or in part by such recipient, to the
18Secretary of State without the payment of any registration fee.
19Registration shall be for a multi-year period effective from
20issuance. The Secretary of State shall furnish at his or her
21office at no cost to such Congressional Medal of Honor
22recipients, plates bearing up to 3 letters designating the

1recipient's initials followed by the letters M O H C M H
2signifying the Congressional Medal of Honor. The plate shall be
3suitable for attachment to a motor vehicle or motorcycle
4registered under this Code.

6    (625 ILCS 5/3-609.3 new)
7    Sec. 3-609.3. Military series registration plates for
8veterans with disabilities. In lieu of receiving registration
9plates without the payment of a fee under Section 3-609, any
10veteran who holds proof of a 50% or greater service-connected
11disability from the United States Department of Veterans
12Affairs may apply for a military series registration plate in
13the manner prescribed by the Secretary of State. Upon the
14veteran showing proof of the disability, a military series
15registration plate may be issued to the veteran without fee for
16the registration of one motor vehicle of the first division or
17one motor vehicle of the second division weighing not more than
188,000 pounds.

20    Sec. 3-621. The Secretary, upon receipt of an application,
21made in the form prescribed by the Secretary of State, may
22issue to Illinois residents who are current members, former
23members, or surviving spouses of former members of the Illinois
24National Guard, or the National Guard of any other State, the

1Commonwealth of Puerto Rico, or Washington, D.C. and to
2Illinois residents who are either former members of the
3Illinois National Guard or the surviving spouses of Illinois
4National Guard members, special registration plates. The
5special plates issued pursuant to this Section shall be affixed
6only to passenger vehicles of the first division, motorcycles,
7or motor vehicles of the second division weighing not more than
88,000 pounds subject to the staggered registration system.
9    The design and color of such plates shall be wholly within
10the discretion of the Secretary of State. The Secretary may, in
11his or her discretion, allow the plates to be issued as vanity
12or personalized plates in accordance with Section 3-405.1 of
13this Code.
