| 1 | | AN ACT concerning transportation.
| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Illinois Vehicle Code is amended by changing | 5 | | Sections 3-609.1 and 3-621 and by adding Sections 1-142.3 and | 6 | | 3-609.3 as follows: | 7 | | (625 ILCS 5/1-142.3 new) | 8 | | Sec. 1-142.3. Military series registration plate. Any | 9 | | registration plate that may only be issued to an applicant | 10 | | based on some aspect of the applicant's military service.

| 12 | | Sec. 3-609.1. Congressional Medal of Honor plates. Any | 13 | | resident of
the State of Illinois who has been awarded the | 14 | | Congressional Medal of Honor, or an Illinois resident who is | 15 | | the surviving spouse of a person who was awarded the Medal of | 16 | | Honor,
may make application for the registration of a motor | 17 | | vehicle owned solely
or in part by such recipient, to the | 18 | | Secretary of State without the payment
of any registration fee. | 19 | | Registration shall be for a multi-year period
effective from | 20 | | issuance. The Secretary of State shall furnish at his or her | 21 | | office
at no cost to such Congressional Medal of Honor | 22 | | recipients, plates bearing
up to 3 letters designating the |

| 1 | | recipient's initials followed by the letters M O H
C M H | 2 | | signifying the Congressional Medal of Honor. The plate shall be | 3 | | suitable
for attachment to a motor vehicle or motorcycle | 4 | | registered under
this Code.

| 6 | | (625 ILCS 5/3-609.3 new) | 7 | | Sec. 3-609.3. Military series registration plates for | 8 | | veterans with disabilities. In lieu of receiving registration | 9 | | plates without the payment of a fee under Section 3-609, any | 10 | | veteran who holds proof of a 50% or greater service-connected | 11 | | disability from the United States Department of Veterans | 12 | | Affairs may apply for a military series registration plate in | 13 | | the manner prescribed by the Secretary of State. Upon the | 14 | | veteran showing proof of the disability, a military series | 15 | | registration plate may be issued to the veteran without fee for | 16 | | the registration of one motor vehicle of the first division or | 17 | | one motor vehicle of the second division weighing not more than | 18 | | 8,000 pounds.

| 20 | | Sec. 3-621. The Secretary, upon receipt of an application, | 21 | | made in the
form prescribed by the Secretary of State, may | 22 | | issue to Illinois residents who are current members, former | 23 | | members, or surviving spouses of former
members of the Illinois

| 1 | | Commonwealth of Puerto Rico, or Washington, D.C. and to | 2 | | Illinois residents who are either former members of
the | 3 | | Illinois National Guard or the surviving spouses of
Illinois | 4 | | National Guard members , special registration plates. The | 5 | | special
plates issued
pursuant to this Section shall be affixed | 6 | | only to passenger vehicles of
the first division, motorcycles, | 7 | | or motor vehicles of the second division
weighing not
more than | 8 | | 8,000 pounds subject to the staggered registration system.
| 9 | | The design and color of such plates shall be wholly within | 10 | | the discretion of
the Secretary of State. The Secretary may, in | 11 | | his or her discretion, allow the plates to be issued as vanity | 12 | | or personalized plates in accordance with Section 3-405.1 of | 13 | | this Code.
