AMENDMENT TO HOUSE JOINT RESOLUTION 12

2    AMENDMENT NO. ___. Amend House Joint Resolution 12 by
3deleting everything after the heading and replacing it with
4the following:
 
5    "WHEREAS, Health insurance for educators throughout our
6State has become increasingly unaffordable; and
 
7    WHEREAS, Many school districts find themselves facing
8financial stress to provide a quality public education for our
9students and to offer a reasonable compensation package that
10attracts, retains, and rewards educational employees; and
 
11    WHEREAS, Illinois has staffing shortages in 62% of its
12education agencies, which include K-12 schools, special
13education cooperatives, and career centers, according to a
14report published by the Illinois State Board of Education and
15the Illinois Association of Regional Superintendents of

1Schools; and
 
2    WHEREAS, The number of educator vacancies throughout
3Illinois exceeds 7,000 trained professionals; and
 
4    WHEREAS, Local governments continue to do more with less,
5and the idea of creating health insurance efficiencies should
6be explored; therefore, be it
 
7    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
8HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
9SENATE CONCURRING HEREIN, that the Educator Health Insurance
10Task Force is created to study the feasibility of creating
11regional health insurance purchasing pools of school districts
12accessible to all public educators in school districts that
13have a population of less than 500,000; and be it further
 
14    RESOLVED, That the Task Force shall consist of the
15following members who will serve without compensation:
16        (1) One member of the Senate appointed by the Senate
17    President, who shall serve as Co-Chair;
18        (2) One member of the House of Representatives
19    appointed by the House Speaker, who shall serve as
20    Co-Chair;
21        (3) One member of the Senate appointed by the Senate
22    Minority Leader;

1        (4) One member of the House of Representatives
2    appointed by the House Minority Leader;
3        (5) One person representing an association that
4    advocates on behalf of school boards appointed by the
5    Governor;
6        (6) One person representing an association that
7    advocates on behalf of school management appointed by the
8    Governor;
9        (7) Two persons each representing an association that
10    advocates on behalf of certified teachers appointed by the
11    Governor;
12        (8) Two persons each representing an association that
13    advocates on behalf of educational support staff appointed
14    by the Governor; and
15        (9) The Director of the Department of Central
16    Management Services or his or her designee; and be it
17    further
 
18    RESOLVED, That the Illinois State Board of Education and
19the Illinois Department of Central Management Services shall
20provide administrative support for the Task Force along with
21the relevant resources necessary for the Task Force to
22complete a comprehensive report to the General Assembly; and
23be it further
 
24    RESOLVED, That the Task Force shall conduct a minimum of

1two public hearings in at least two different counties within
2the State at the call of the co-chairs; and be it further
 
3    RESOLVED, That the Task Force shall convene a wide array
4of stakeholders to examine the current provision of health
5insurance to public educators from throughout the State and to
6explore and study the viability of a plan to create at least
7four regional insurance purchasing pools; and be it further
 
8    RESOLVED, That the Task Force shall explore local
9governance options for these pools, study the costs and
10funding associated with this type of health insurance option,
11consider transition plans and costs for school districts to
12participate, consider healthcare accessibility, find ways to
13integrate the program with efficiencies in state government,
14and consider a variety of health insurance benefits and
15options while studying the feasibility of regional pools; and
16be it further
 
17    RESOLVED, That the Task Force may study a statewide
18Educator Health Insurance Program; and be it further
 
19    RESOLVED, That the Task Force shall submit its final
20report to the General Assembly no later than December 31,
212026, and upon the filing of its final report, the Task Force
22is dissolved; and be it further

1    RESOLVED, That suitable copies of this resolution be
2delivered to the Senate President, the Speaker of the House,
3the Senate Minority Leader, the House Minority Leader, the
4Governor, and the State Superintendent of Education."
