AMENDMENT TO SENATE BILL 1947

2    AMENDMENT NO. ______. Amend Senate Bill 1947 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The School Code is amended by changing
5Sections 21B-10, 21B-20, 21B-30, 21B-35, and 21B-105 and by
6adding Sections 21B-32 and 21B-47 as follows:
 
7    (105 ILCS 5/21B-10)
8    Sec. 21B-10. State Educator Preparation and Licensure
9Board.
10    (a) The State Teacher Certification Board, which had been
11established under Section 21-13 of the School Code prior to
12this amendatory Act of the 97th General Assembly, shall be
13renamed the State Educator Preparation and Licensure Board.
14References in law to the State Teacher Certification Board
15shall mean the State Educator Preparation and Licensure Board.
16The State Educator Preparation and Licensure Board shall

1consist of the State Superintendent of Education or a
2representative appointed by him or her, who shall be
3ex-officio chairperson, 5 administrative or faculty members of
4public or private colleges or universities located in this
5State, 3 administrative or faculty members of public community
6colleges located in this State, 3 administrators and 10
7classroom teachers employed in the public schools (5 of whom
8must be members of and nominated by a statewide professional
9teachers' organization and 5 of whom must be members of and
10nominated by a different statewide professional teachers'
11organization), and one regional superintendent of schools, all
12of whom shall be appointed by the State Board of Education;
13provided that at least one of the administrators and at least 3
14of the classroom teachers so appointed must be employees of a
15school district that is subject to the provisions of Article
1634 of this Code. A statewide professional teachers'
17organization and a different statewide professional teachers'
18organization shall submit to the State Board of Education for
19consideration at least 3 names of accomplished teachers for
20every one vacancy or expiring term in a classroom teacher
21position. The nominations submitted to the State Board of
22Education under this Section to fill a vacancy or an expiring
23term shall be advisory. Nomination for State Educator
24Preparation and Licensure Board members must be submitted to
25the State Board of Education within 30 days after the vacancy
26or vacancies occur. Nominations to fill an expiring term must

1be submitted to the State Superintendent of Education State
2Board of Education at least 30 days before the expiration of
3that term. Notwithstanding any other provisions of this
4Section, if a sufficient number of nominations are not
5received by the State Superintendent of Education State Board
6of Education for a vacancy or expiring term within the 30-day
7period, then the State Superintendent of Education State Board
8of Education may appoint any qualified person, in the same
9manner as the original appointment, to fill the vacancy or
10expiring term. The regular term of each member is 3 years, and
11an individual may be appointed for no more than 2 consecutive
12terms. The term of an appointed member of the State Educator
13Preparation and Licensure Board shall expire on June 30 of his
14or her final year.
15    The State Educator Preparation and Licensure Board may
16allow one member representing the Board of Higher Education
17and one member representing the Illinois Community College
18Board to serve as nonvoting, ex officio members on the Board.
19    (b) The State Board of Education shall appoint a secretary
20of the State Educator Preparation and Licensure Board.
21    (c) The State Educator Preparation and Licensure Board
22shall hold regular meetings at least quarterly and such other
23special meetings as may be necessary.
24    (d) The necessary expenses of the State Educator
25Preparation and Licensure Board shall be provided through the
26State Board of Education. The State Board of Education, in

1consultation with the State Educator Preparation and Licensure
2Board, may adopt such rules as may be necessary for the
3administration of this Article.

6    (105 ILCS 5/21B-20)
7    Sec. 21B-20. Types of licenses. The State Board of
8Education shall implement a system of educator licensure,
9whereby individuals employed in school districts who are
10required to be licensed must have one of the following
11licenses: (i) a professional educator license; (ii) an
12educator license with stipulations; (iii) a substitute
13teaching license; or (iv) until June 30, 2028, a short-term
14substitute teaching license. References in law regarding
15individuals certified or certificated or required to be
16certified or certificated under Article 21 of this Code shall
17also include individuals licensed or required to be licensed
18under this Article. The first year of all licenses ends on June
1930 following one full year of the license being issued.
20    The State Board of Education, in consultation with the
21State Educator Preparation and Licensure Board, may adopt such
22rules as may be necessary to govern the requirements for
23licenses and endorsements under this Section.
24        (1) Professional Educator License. Persons who (i)
25    have successfully completed an approved educator

1    preparation program and are recommended for licensure by
2    the Illinois institution offering the educator preparation
3    program, (ii) have successfully completed the required
4    testing under Section 21B-30 of this Code, (iii) have
5    successfully completed coursework on the psychology of,
6    the identification of, and the methods of instruction for
7    the exceptional child, including, without limitation,
8    children with learning disabilities, (iv) have
9    successfully completed coursework in methods of reading
10    and reading in the content area, and (v) have met all other
11    criteria established by rule of the State Board of
12    Education shall be issued a Professional Educator License.
13    Persons seeking a Professional Educator License with a
14    School support personnel endorsement or chief school
15    business official endorsement are exempt from the
16    requirements in items (iii) and (iv). All Professional
17    Educator Licenses are valid until June 30 immediately
18    following 5 years of the license being issued. The
19    Professional Educator License shall be endorsed with
20    specific areas and grade levels in which the individual is
21    eligible to practice. For an early childhood education
22    endorsement, an individual may satisfy the student
23    teaching requirement of his or her early childhood teacher
24    preparation program through placement in a setting with
25    children from birth through grade 2, and the individual
26    may be paid and receive credit while student teaching. The

1    student teaching experience must meet the requirements of
2    and be approved by the individual's early childhood
3    teacher preparation program.
4        Individuals can receive subsequent endorsements on the
5    Professional Educator License. Subsequent endorsements
6    shall require a minimum of 24 semester hours of coursework
7    in the endorsement area and passage of the applicable
8    content area test, unless otherwise specified by rule.
9        (2) Educator License with Stipulations. An Educator
10    License with Stipulations shall be issued an endorsement
11    that limits the license holder to one particular position
12    or does not require completion of an approved educator
13    program or both.
14        An individual with an Educator License with
15    Stipulations must not be employed by a school district or
16    any other entity to replace any presently employed teacher
17    who otherwise would not be replaced for any reason.
18        An Educator License with Stipulations may be issued
19    with the following endorsements:
20            (A) (Blank).
21            (B) Alternative provisional educator. An
22        alternative provisional educator endorsement on an
23        Educator License with Stipulations may be issued to an
24        applicant who, at the time of applying for the
25        endorsement, has done all of the following:
26                (i) Graduated from a regionally accredited

1            college or university with a minimum of a
2            bachelor's degree.
3                (ii) Successfully completed the first phase of
4            the Alternative Educator Licensure Program for
5            Teachers, as described in Section 21B-50 of this
6            Code.
7                (iii) Passed a content area test, as required
8            under Section 21B-30 of this Code.
9        The alternative provisional educator endorsement is
10    valid for 2 years of teaching and may be renewed for a
11    third year by an individual meeting the requirements set
12    forth in Section 21B-50 of this Code.
13            (C) Alternative provisional superintendent. An
14        alternative provisional superintendent endorsement on
15        an Educator License with Stipulations entitles the
16        holder to serve only as a superintendent or assistant
17        superintendent in a school district's central office.
18        This endorsement may only be issued to an applicant
19        who, at the time of applying for the endorsement, has
20        done all of the following:
21                (i) Graduated from a regionally accredited
22            college or university with a minimum of a master's
23            degree in a management field other than education.
24                (ii) Been employed for a period of at least 5
25            years in a management level position in a field
26            other than education.

1                (iii) Successfully completed the first phase
2            of an alternative route to superintendent
3            endorsement program, as provided in Section 21B-55
4            of this Code.
5                (iv) Passed a content area test required under
6            Section 21B-30 of this Code.
7            The endorsement is valid for 2 fiscal years in
8        order to complete one full year of serving as a
9        superintendent or assistant superintendent.
10            (D) (Blank).
11            (E) Career and technical educator. A career and
12        technical educator endorsement on an Educator License
13        with Stipulations may be issued to an applicant who
14        has a minimum of 60 semester hours of coursework from a
15        regionally accredited institution of higher education
16        or an accredited trade and technical institution and
17        has a minimum of 2,000 hours of experience outside of
18        education in each area to be taught.
19            The career and technical educator endorsement on
20        an Educator License with Stipulations is valid until
21        June 30 immediately following 5 years of the
22        endorsement being issued and may be renewed.
23            An individual who holds a valid career and
24        technical educator endorsement on an Educator License
25        with Stipulations but does not hold a bachelor's
26        degree may substitute teach in career and technical

1        education classrooms.
2            An individual who holds a valid career and
3        technical educator endorsement on an Educator License
4        with Stipulations is entitled to all of the rights and
5        privileges granted to a holder of a Professional
6        Educator License.
7            (F) (Blank).
8            (G) Transitional bilingual educator. A
9        transitional bilingual educator endorsement on an
10        Educator License with Stipulations may be issued for
11        the purpose of providing instruction in accordance
12        with Article 14C of this Code to an applicant who
13        provides satisfactory evidence that he or she meets
14        all of the following requirements:
15                (i) Possesses adequate speaking, reading, and
16            writing ability in the language other than English
17            in which transitional bilingual education is
18            offered.
19                (ii) Has the ability to successfully
20            communicate in English.
21                (iii) Either possessed, within 5 years
22            previous to his or her applying for a transitional
23            bilingual educator endorsement, a valid and
24            comparable teaching certificate or comparable
25            authorization issued by a foreign country or holds
26            a degree from an institution of higher learning in

1            a foreign country that the State Educator
2            Preparation and Licensure Board determines to be
3            the equivalent of a bachelor's degree from a
4            regionally accredited institution of higher
5            learning in the United States.
6            A transitional bilingual educator endorsement
7        shall be valid for prekindergarten through grade 12,
8        is valid until June 30 immediately following 5 years
9        of the endorsement being issued, and shall not be
10        renewed.
11            Persons holding a transitional bilingual educator
12        endorsement shall not be employed to replace any
13        presently employed teacher who otherwise would not be
14        replaced for any reason.
15            (H) Language endorsement. In an effort to
16        alleviate the shortage of teachers speaking a language
17        other than English in the public schools, an
18        individual who holds an Educator License with
19        Stipulations may also apply for a language
20        endorsement, provided that the applicant provides
21        satisfactory evidence that he or she meets all of the
22        following requirements:
23                (i) Holds a transitional bilingual
24            endorsement.
25                (ii) Has demonstrated proficiency in the
26            language for which the endorsement is to be issued

1            by passing the applicable language content test
2            required by the State Board of Education.
3                (iii) Holds a bachelor's degree or higher from
4            a regionally accredited institution of higher
5            education or, for individuals educated in a
6            country other than the United States, holds a
7            degree from an institution of higher learning in a
8            foreign country that the State Educator
9            Preparation and Licensure Board determines to be
10            the equivalent of a bachelor's degree from a
11            regionally accredited institution of higher
12            learning in the United States.
13                (iv) (Blank).
14            A language endorsement on an Educator License with
15        Stipulations is valid for prekindergarten through
16        grade 12 for the same validity period as the
17        individual's transitional bilingual educator
18        endorsement on the Educator License with Stipulations
19        and shall not be renewed.
20            (I) Visiting international educator. A visiting
21        international educator endorsement on an Educator
22        License with Stipulations may be issued to an
23        individual who is being recruited by a particular
24        school district that conducts formal recruitment
25        programs outside of the United States to secure the
26        services of qualified teachers and who meets all of

1        the following requirements:
2                (i) Holds the equivalent of a minimum of a
3            bachelor's degree issued in the United States.
4                (ii) Has been prepared as a teacher at the
5            grade level for which he or she will be employed.
6                (iii) Has adequate content knowledge in the
7            subject to be taught.
8                (iv) Has an adequate command of the English
9            language.
10            A holder of a visiting international educator
11        endorsement on an Educator License with Stipulations
12        shall be permitted to teach in bilingual education
13        programs in the language that was the medium of
14        instruction in his or her teacher preparation program,
15        provided that he or she passes the English Language
16        Proficiency Examination or another test of writing
17        skills in English identified by the State Board of
18        Education, in consultation with the State Educator
19        Preparation and Licensure Board.
20            A visiting international educator endorsement on
21        an Educator License with Stipulations is valid for 5
22        years and shall not be renewed.
23            (J) Paraprofessional educator. A paraprofessional
24        educator endorsement on an Educator License with
25        Stipulations may be issued to an applicant who holds a
26        high school diploma or its recognized equivalent and

1        (i) holds an associate's degree or a minimum of 60
2        semester hours of credit from a regionally accredited
3        institution of higher education; (ii) has passed a
4        paraprofessional competency test under subsection
5        (c-5) of Section 21B-30; or (iii) is at least 18 years
6        of age and will be using the Educator License with
7        Stipulations exclusively for grades prekindergarten
8        through grade 8, until the individual reaches the age
9        of 19 years and otherwise meets the criteria for a
10        paraprofessional educator endorsement pursuant to this
11        subparagraph (J). The paraprofessional educator
12        endorsement is valid until June 30 immediately
13        following 5 years of the endorsement being issued and
14        may be renewed through application and payment of the
15        appropriate fee, as required under Section 21B-40 of
16        this Code. An individual who holds only a
17        paraprofessional educator endorsement is not subject
18        to additional requirements in order to renew the
19        endorsement.
20            (K) Chief school business official. A chief school
21        business official endorsement on an Educator License
22        with Stipulations may be issued to an applicant who
23        qualifies by having a master's degree or higher, 2
24        years of full-time administrative experience in school
25        business management or 2 years of university-approved
26        practical experience, and a minimum of 24 semester

1        hours of graduate credit in a program approved by the
2        State Board of Education for the preparation of school
3        business administrators and by passage of the
4        applicable State tests, including an applicable
5        content area test.
6            The chief school business official endorsement may
7        also be affixed to the Educator License with
8        Stipulations of any holder who qualifies by having a
9        master's degree in business administration, finance,
10        accounting, or public administration and who completes
11        an additional 6 semester hours of internship in school
12        business management from a regionally accredited
13        institution of higher education and passes the
14        applicable State tests, including an applicable
15        content area test. This endorsement shall be required
16        for any individual employed as a chief school business
17        official.
18            The chief school business official endorsement on
19        an Educator License with Stipulations is valid until
20        June 30 immediately following 5 years of the
21        endorsement being issued and may be renewed if the
22        license holder completes renewal requirements as
23        required for individuals who hold a Professional
24        Educator License endorsed for chief school business
25        official under Section 21B-45 of this Code and such
26        rules as may be adopted by the State Board of

1        Education.
2            The State Board of Education shall adopt any rules
3        necessary to implement Public Act 100-288.
4            (L) Provisional in-state educator. A provisional
5        in-state educator endorsement on an Educator License
6        with Stipulations may be issued to a candidate who has
7        completed an Illinois-approved educator preparation
8        program at an Illinois institution of higher education
9        and who has not successfully completed an
10        evidence-based assessment of teacher effectiveness but
11        who meets all of the following requirements:
12                (i) Holds at least a bachelor's degree.
13                (ii) Has completed an approved educator
14            preparation program at an Illinois institution.
15                (iii) Has passed an applicable content area
16            test, as required by Section 21B-30 of this Code.
17                (iv) Has attempted an evidence-based
18            assessment of teacher effectiveness and received a
19            minimum score on that assessment, as established
20            by the State Board of Education in consultation
21            with the State Educator Preparation and Licensure
22            Board.
23            A provisional in-state educator endorsement on an
24        Educator License with Stipulations is valid for one
25        full fiscal year after the date of issuance and may not
26        be renewed.

1            (M) (Blank).
2            (N) Specialized services. A specialized services
3        endorsement on an Educator License with Stipulations
4        may be issued as defined and specified by rule.
5            (O) Provisional career and technical educator. A
6        provisional career and technical educator endorsement
7        on an Educator License with Stipulations may be issued
8        to an applicant who has a minimum of 8,000 hours of
9        work experience in the skill for which the applicant
10        is seeking the endorsement. Each employing school
11        board and regional office of education shall provide
12        verification, in writing, to the State Superintendent
13        of Education at the time the application is submitted
14        that no qualified teacher holding a Professional
15        Educator License or an Educator License with
16        Stipulations with a career and technical educator
17        endorsement is available to teach and that actual
18        circumstances require such issuance.
19            A provisional career and technical educator
20        endorsement on an Educator License with Stipulations
21        is valid until June 30 immediately following 5 years
22        of the endorsement being issued and may be renewed.
23            An individual who holds a provisional career and
24        technical educator endorsement on an Educator License
25        with Stipulations may teach as a substitute teacher in
26        career and technical education classrooms.

1            An individual who holds a provisional career and
2        technical educator endorsement on an Educator License
3        with Stipulations is entitled to all of the rights and
4        privileges granted to a holder of a Professional
5        Educator License.
6        (3) Substitute Teaching License. A Substitute Teaching
7    License may be issued to qualified applicants for
8    substitute teaching in all grades of the public schools,
9    prekindergarten through grade 12. Substitute Teaching
10    Licenses are not eligible for endorsements. Applicants for
11    a Substitute Teaching License must hold a bachelor's
12    degree or higher from a regionally accredited institution
13    of higher education or must be enrolled in an approved
14    educator preparation program in this State and have earned
15    at least 90 credit hours.
16        Substitute Teaching Licenses are valid for 5 years.
17        Substitute Teaching Licenses are valid for substitute
18    teaching in every county of this State. If an individual
19    has had his or her Professional Educator License or
20    Educator License with Stipulations suspended or revoked,
21    then that individual is not eligible to obtain a
22    Substitute Teaching License.
23        A substitute teacher may only teach in the place of a
24    licensed teacher who is under contract with the employing
25    board. If, however, there is no licensed teacher under
26    contract because of an emergency situation, then a

1    district may employ a substitute teacher for no longer
2    than 30 calendar days per each vacant position in the
3    district if the district notifies the appropriate regional
4    office of education within 5 business days after the
5    employment of the substitute teacher in that vacant
6    position. A district may continue to employ that same
7    substitute teacher in that same vacant position for 90
8    calendar days or until the end of the semester, whichever
9    is greater, if, prior to the expiration of the
10    30-calendar-day period then current, the district files a
11    written request with the appropriate regional office of
12    education for a 30-calendar-day extension on the basis
13    that the position remains vacant and the district
14    continues to actively seek qualified candidates and
15    provides documentation that it has provided training
16    specific to the position, including training on meeting
17    the needs of students with disabilities and English
18    learners if applicable. Each extension request shall be
19    granted in writing by the regional office of education. An
20    emergency situation is one in which an unforeseen vacancy
21    has occurred and (i) a teacher is unexpectedly unable to
22    fulfill his or her contractual duties or (ii) teacher
23    capacity needs of the district exceed previous indications
24    or vacancies are unfilled due to a lack of qualified
25    candidates, and the district is actively engaged in
26    advertising to hire a fully licensed teacher for the

1    vacant position.
2        There is no limit on the number of days that a
3    substitute teacher may teach in a single school district,
4    provided that no substitute teacher may teach for longer
5    than 120 days beginning with the 2021-2022 school year
6    through the 2022-2023 school year, otherwise 90 school
7    days for any one licensed teacher under contract in the
8    same school year. A substitute teacher who holds a
9    Professional Educator License or Educator License with
10    Stipulations shall not teach for more than 120 school days
11    for any one licensed teacher under contract in the same
12    school year. The limitations in this paragraph (3) on the
13    number of days a substitute teacher may be employed do not
14    apply to any school district operating under Article 34 of
15    this Code.
16        A school district may not require an individual who
17    holds a valid Professional Educator License or Educator
18    License with Stipulations to seek or hold a Substitute
19    Teaching License to teach as a substitute teacher.
20        (4) Short-Term Substitute Teaching License. Beginning
21    on July 1, 2018 and until June 30, 2028, applicants may
22    apply to the State Board of Education for issuance of a
23    Short-Term Substitute Teaching License. A Short-Term
24    Substitute Teaching License may be issued to a qualified
25    applicant for substitute teaching in all grades of the
26    public schools, prekindergarten through grade 12.

1    Short-Term Substitute Teaching Licenses are not eligible
2    for endorsements. Applicants for a Short-Term Substitute
3    Teaching License must hold an associate's degree or have
4    completed at least 60 credit hours from a regionally
5    accredited institution of higher education.
6        Short-Term Substitute Teaching Licenses are valid for
7    substitute teaching in every county of this State. If an
8    individual has had his or her Professional Educator
9    License or Educator License with Stipulations suspended or
10    revoked, then that individual is not eligible to obtain a
11    Short-Term Substitute Teaching License.
12        The provisions of Sections 10-21.9 and 34-18.5 of this
13    Code apply to short-term substitute teachers.
14        An individual holding a Short-Term Substitute Teaching
15    License may teach no more than 15 consecutive days per
16    licensed teacher who is under contract. For teacher
17    absences lasting 6 or more days per licensed teacher who
18    is under contract, a school district may not hire an
19    individual holding a Short-Term Substitute Teaching
20    License, unless the Governor has declared a disaster due
21    to a public health emergency pursuant to Section 7 of the
22    Illinois Emergency Management Agency Act. An individual
23    holding a Short-Term Substitute Teaching License must
24    complete the training program under Section 10-20.67 or
25    34-18.60 of this Code to be eligible to teach at a public
26    school. Short-Term Substitute Teaching Licenses under this

1    Section are valid for 5 years.

8    Sec. 21B-30. Educator testing.
9    (a) (Blank).
10    (b) The State Board of Education, in consultation with the
11State Educator Preparation and Licensure Board, shall design
12and implement a system of examinations, which shall be
13required prior to the issuance of educator licenses. These
14examinations and indicators must be based on national and
15State professional teaching standards, as determined by the
16State Board of Education, in consultation with the State
17Educator Preparation and Licensure Board. By July 1, 2027, the
18State Superintendent of Education shall begin incorporating
19the following topics into revised examinations for individuals
20seeking a Professional Educator License endorsed in teaching
21or administration, excluding a chief school business official
22endorsement: (i) methods of instruction of the exceptional
23child; (ii) methods of reading and reading in the content
24area; and (iii) instructional strategies for English learners.
25The State Board of Education may adopt such rules as may be

1necessary to implement and administer this Section.
2    (c) (Blank).
3    (c-5) The State Board must adopt rules to implement a
4paraprofessional competency test. This test would allow an
5applicant seeking an Educator License with Stipulations with a
6paraprofessional educator endorsement to obtain the
7endorsement if he or she passes the test and meets the other
8requirements of subparagraph (J) of paragraph (2) of Section
921B-20 other than the higher education requirements.
10    (d) All applicants seeking a State license shall be
11required to pass a test of content area knowledge for each area
12of endorsement for which there is an applicable test. There
13shall be no exception to this requirement except for an
14applicant seeking a school support personnel endorsement who
15holds an active and valid professional license issued by the
16Department of Financial and Professional Regulation in the
17same subject matter as the endorsement sought, as specified by
18rule by the State Board, or as provided under subparagraph (P)
19of paragraph (1) of Section 21B-20.
20    (d-5) The State Board shall consult with any applicable
21vendors within 90 days after July 28, 2023 (the effective date
22of Public Act 103-402) to develop a plan to transition the test
23of content area knowledge in the endorsement area of
24elementary education, grades one through 6, by July 1, 2026 to
25a content area test that contains testing elements that cover
26bilingualism, biliteracy, oral language development,

1foundational literacy skills, and developmentally appropriate
2higher-order comprehension and on which a valid and reliable
3language and literacy subscore can be determined. The State
4Board shall base its rules concerning the passing subscore on
5the language and literacy portion of the test on the
6recommended cut-score determined in the formal
7standard-setting process. Candidates need not achieve a
8particular subscore in the area of language and literacy. The
9State Board shall aggregate and publish the number of
10candidates in each preparation program who take the test and
11the number who pass the language and literacy portion.
12    (e) (Blank).
13    (f) Beginning on August 4, 2023 (the effective date of
14Public Act 103-488) through August 31, 2026 2025, no candidate
15completing a teacher preparation program in this State or
16candidate subject to Section 21B-35 of this Code is required
17to pass a teacher performance assessment. Except as otherwise
18provided in this Article, beginning on September 1, 2015 until
19August 4, 2023 (the effective date of Public Act 103-488) and
20beginning again on September 1, 2029 2025, all candidates
21completing teacher preparation programs in this State and all
22candidates subject to Section 21B-35 of this Code are required
23to pass a teacher performance assessment approved by the State
24Board of Education, in consultation with the State Educator
25Preparation and Licensure Board. Any candidate who has
26successfully completed student teaching or has met one of the

1student teaching exceptions set forth in rules prior to
2September 1, 2028 is exempt from this requirement. A candidate
3may not be required to submit test materials by video
4submission. Subject to appropriation, an individual who holds
5a Professional Educator License and is employed for a minimum
6of one school year by a school district designated as Tier 1
7under Section 18-8.15 may, after application to the State
8Board, receive from the State Board a refund for any costs
9associated with completing the teacher performance assessment
10under this subsection.
11    Beginning on September 1, 2026 through August 31, 2029,
12all institutions of higher education offering educator
13preparation programs in this State shall participate in the
14pilot program set forth in Section 21B-32 for the teacher
15performance assessment developed by the State Board of
16Education.
17    The State Board of Education shall adopt rules for the
18administration of this subsection.
19    (f-5) The Teacher Performance Assessment Task Force is
20created to evaluate potential performance-based and objective
21teacher performance assessment systems for implementation
22across all educator preparation programs in this State, with
23the intention of ensuring consistency across programs and
24supporting a thoughtful and well-rounded licensure system.
25Members appointed to the Task Force must reflect the racial,
26ethnic, and geographic diversity of this State. The Task Force

2        (1) One member of the Senate, appointed by the
3    President of the Senate.

14    Superintendent of Education.
15        (21) Two members representing an early childhood
16    advocacy organization, appointed by the State
17    Superintendent of Education.
18        (22) One member representing a statewide organization
19    that partners with educator preparation programs and
20    school districts to support the growth and development of
21    preservice teachers, appointed by the State Superintendent
22    of Education.
23        (23) One member representing a statewide organization
24    that advocates for educational equity and racial justice
25    in schools, appointed by the State Superintendent of

1        (24) One member representing a statewide organization
2    that represents school boards, appointed by the State
3    Superintendent of Education.
4        (25) One member who has, within the last 5 years,
5    served as a cooperating teacher, appointed by the State
6    Superintendent of Education.
7    Members of the Task Force shall serve without
8compensation. The Task Force shall first meet at the call of
9the State Superintendent of Education, and each subsequent
10meeting shall be called by the chairperson of the Task Force,
11who shall be designated by the State Superintendent of
12Education. The State Board of Education shall provide
13administrative and other support to the Task Force.
14    On or before October 31, 2024, the Task Force shall report
15on its work, including recommendations on a teacher
16performance assessment system in this State, to the State
17Board of Education and the General Assembly. The Task Force is
18dissolved upon submission of this report.
19    (g) The content area knowledge test and the teacher
20performance assessment shall be the tests that from time to
21time are designated by the State Board of Education, in
22consultation with the State Educator Preparation and Licensure
23Board, and may be tests prepared by an educational testing
24organization or tests designed by the State Board of
25Education, in consultation with the State Educator Preparation
26and Licensure Board. The test of content area knowledge shall

1assess content knowledge in a specific subject field. The
2tests must be designed to be racially neutral to ensure that no
3person taking the tests is discriminated against on the basis
4of race, color, national origin, or other factors unrelated to
5the person's ability to perform as a licensed employee. The
6score required to pass the tests shall be fixed by the State
7Board of Education, in consultation with the State Educator
8Preparation and Licensure Board. The State Board of
9Education's rules for scoring the content area knowledge test
10may include scoring and retaking of each test section
11separately and independently. The tests shall be administered
12not fewer than 3 times a year at such time and place as may be
13designated by the State Board of Education, in consultation
14with the State Educator Preparation and Licensure Board.
15    The State Board shall implement a test or tests to assess
16the speaking, reading, writing, and grammar skills of
17applicants for an endorsement or a license issued under
18subdivision (G) of paragraph (2) of Section 21B-20 of this
19Code in the English language and in the language of the
20transitional bilingual education program requested by the
21applicant.
22    (h) Except as provided in Section 34-6 of this Code, the
23provisions of this Section shall apply equally in any school
24district subject to Article 34 of this Code.
25    (i) The rules developed to implement and enforce the
26testing requirements under this Section shall include, without

1limitation, provisions governing test selection, test
2validation, and determination of a passing score,
3administration of the tests, frequency of administration,
4applicant fees, frequency of applicants taking the tests, the
5years for which a score is valid, and appropriate special
6accommodations. The State Board of Education shall develop
7such rules as may be needed to ensure uniformity from year to
8year in the level of difficulty for each form of an assessment.

13    Sec. 21B-32. Teacher Performance Assessment Advisory
14Committee.
15    (a) The State Superintendent of Education shall establish
16a Teacher Performance Assessment Advisory Committee of no more
17than 15 members to aid in operationalizing and creating a
18pilot, State-developed, teacher performance assessment (TPA).
19The Committee shall, at a minimum, do all of the following:
20        (1) Create materials and resources that are necessary
21    for the implementation of a TPA.
22        (2) Identify sources of evidence required for the
23    evaluation of a TPA.
24        (3) Monitor a multiyear pilot program to create a
25    State-developed TPA and make recommendations informed by

1    collected data of modifications to the TPA.
2        (4) Support the State Board of Education in developing
3    rubrics and the resources necessary for the completion and
4    evaluation of the valid and reliable assessment, creating
5    the required training for evaluators of the assessment,
6    implementing the multiyear pilot program, including, but
7    not limited to, establishing criteria and sufficient
8    evidence for successful completion of the TPA, and
9    recommending refinements to the assessment as needed.
10    (b) The membership of the Committee shall include
11individuals with expertise in assessment development,
12including statisticians and psychometricians, and individuals
13with expertise in the elements of effective teaching,
14including current Illinois educators. The membership of the
15Committee shall represent the ethnic, racial, and geographic
16diversity of this State and include expertise across early
17childhood, elementary, middle, and high school settings, as
18well as expertise in the instruction of English learners and
19students with disabilities.
20    (c) The State Board of Education shall provide
21administrative support to the Committee.
22    (d) Members of the Committee shall serve without
23compensation, but may be reimbursed for reasonable and
24necessary expenses, including travel, from funds appropriated
25to the State Board of Education for that purpose, subject to
26the rules of the appropriate travel control board.

1    (e) The first meeting of the Committee shall be at the call
2of the State Superintendent, and each subsequent meeting shall
3be at the call of the chairperson, who shall be designated by
4the State Superintendent. The Committee shall hold regular
5meetings at least quarterly and such other meetings as
6determined by its chairperson.
7    (f) Data from completed pilot TPAs from institutions of
8higher education with approved educator preparation programs
9shall be shared with the Committee, which shall, as
10applicable, provide an annual recommendation on the use of the
11TPA to the State Educator Preparation and Licensure Board and
12the State Board of Education.
13    (g) The State Board of Education, in consultation with the
14Committee, may adopt such rules as may be necessary for the
15administration of this Section.
16    (h) This Section is repealed on January 1, 2028.
 
17    (105 ILCS 5/21B-35)
18    Sec. 21B-35. Minimum requirements for educators trained in
19other states or countries.
20    (a) Any applicant who has not been entitled by an
21Illinois-approved educator preparation program at an Illinois
22institution of higher education applying for a Professional
23Educator License endorsed in a teaching field or school
24support personnel area must meet the following requirements:
25        (1) the applicant must:

1            (A) hold a comparable and valid educator license
2        or certificate, as defined by rule, with similar grade
3        level and content area credentials from another state,
4        with the State Board of Education having the authority
5        to determine what constitutes similar grade level and
6        content area credentials from another state;
7            (B) have a bachelor's degree from a regionally
8        accredited institution of higher education; and
9            (C) (blank); and or
10            (D) have successfully passed all State
11        examinations required by Section 21B-30; or
12        (2) the applicant must:
13            (A) have completed a state-approved program for
14        the licensure area sought. Until July 1, 2027 or the
15        date that the revised test for a particular content
16        area is implemented, whichever is later, the program
17        must include , including coursework concerning (i)
18        methods of instruction of the exceptional child, (ii)
19        methods of reading that align with all applicable
20        standards set forth in Part 23 of Title 23 of the
21        Illinois Administrative Code and reading in the
22        content area, and (iii) instructional strategies for
23        English learners;
24            (B) have a bachelor's degree from a regionally
25        accredited institution of higher education;
26            (C) have successfully met all Illinois examination

1        requirements, except that:
2                (i) (blank);
3                (ii) an applicant who has successfully
4            completed a test of content, as defined by rules,
5            at the time of initial licensure in another state
6            is not required to complete a test of content; and
7                (iii) an applicant for a teaching endorsement
8            who has successfully completed an evidence-based
9            assessment of teacher effectiveness, as defined by
10            rules, at the time of initial licensure in another
11            state is not required to complete an
12            evidence-based assessment of teacher
13            effectiveness; and
14            (D) for an applicant for a teaching endorsement,
15        have completed student teaching or an equivalent
16        experience or, for an applicant for a school service
17        personnel endorsement, have completed an internship or
18        an equivalent experience.
19    (b) In order to receive a Professional Educator License
20endorsed in a teaching field or school support personnel area,
21applicants trained in another country must meet all of the
22following requirements:
23        (1) Have completed a comparable education program in
24    another country.
25        (2) Have had transcripts evaluated by an evaluation
26    service approved by the State Superintendent of Education.

1        (3) Have a degree comparable to a degree from a
2    regionally accredited institution of higher education.
3        (4) Until July 1, 2027 or the date that the revised
4    test for a particular content area is implemented,

6    to standards concerning (i) methods of instruction of the
7    exceptional child, (ii) methods of reading that align with
8    all applicable standards set forth in Part 26 of Title 23
9    of the Illinois Administrative Code and reading in the
10    content area, and (iii) instructional strategies for
11    English learners. Applicants seeking a school support
12    personnel endorsement are exempt from this paragraph (4).
13        (5) (Blank).
14        (6) (Blank).
15        (7) Have successfully met all State licensure
16    examination requirements. Applicants who have successfully
17    completed a test of content, as defined by rules, at the
18    time of initial licensure in another country shall not be
19    required to complete a test of content. Applicants for a
20    teaching endorsement who have successfully completed an
21    evidence-based assessment of teacher effectiveness, as
22    defined by rules, at the time of initial licensure in
23    another country shall not be required to complete an
24    evidence-based assessment of teacher effectiveness.
25        (8) Have completed student teaching or an equivalent
26    experience.

8education and hold a comparable and valid educator license or

10credentials, with the State Board of Education having the
11authority to determine what constitutes similar grade level
12and subject matter credentials from another state, or must
13meet all of the following requirements:
14        (1) Have completed an educator preparation program
15    approved by another state or comparable educator program
16    in another country leading to the receipt of a license or
17    certificate for the Illinois endorsement sought.
18        (2) Have successfully met all State licensure
19    examination requirements, as required by Section 21B-30 of
20    this Code. Applicants who have successfully completed a
21    test of content, as defined by rules, at the time of
22    initial licensure in another state or country shall not be
23    required to complete a test of content.
24        (2.5) Have completed an internship, as defined by
25    rule.
26        (3) (Blank).

18must hold a master's degree from a regionally accredited
19institution of higher education and must hold a comparable and
20valid educator license or certificate with similar grade level
21and subject matter credentials, with the State Board of
22Education having the authority to determine what constitutes
23similar grade level and subject matter credentials from
24another state, or must meet all of the following requirements:
25        (1) Have completed a master's degree.
26        (2) Have 2 years of full-time experience providing

2        (3) Have successfully completed all examination
3    requirements, as required by Section 21B-30 of this Code.
4    Applicants who have successfully completed a test of
5    content, as identified by rules, at the time of initial

7    required to complete a test of content.
8        (4) Until July 1, 2027 or the date that the revised
9    test for a particular content area is implemented,
10    whichever is later, have Have completed coursework aligned
11    to standards concerning (i) methods of instruction of the
12    exceptional child, (ii) methods of reading that align with
13    all applicable standards set forth in Part 26 of Title 23
14    of the Illinois Administrative Code and reading in the
15    content area, and (iii) instructional strategies for
16    English learners.
17    (b-10) All applicants who have not been entitled by an
18Illinois-approved educator preparation program at an Illinois
19institution of higher education applying for a Professional
20Educator License endorsed for chief school business official
21must hold a master's degree from a regionally accredited
22institution of higher education and must hold a comparable and
23valid educator license or certificate with similar grade level
24and subject matter credentials, with the State Board of
25Education having the authority to determine what constitutes
26similar grade level and subject matter credentials from

1another state, or must meet all of the following requirements:
2        (1) Have completed a master's degree in school
3    business management, finance, or accounting.
4        (2) Have successfully completed an internship in
5    school business management or have 2 years of experience

7        (3) Have successfully met all State examination
8    requirements, as required by Section 21B-30 of this Code.
9    Applicants who have successfully completed a test of
10    content, as identified by rules, at the time of initial
11    licensure in another state or country shall not be
12    required to complete a test of content.
13        (4) (Blank). Have completed modules aligned to
14    standards concerning methods of instruction of the
15    exceptional child, methods of reading and reading in the
16    content area, and instructional strategies for English
17    learners.
18    (c) The State Board of Education, in consultation with the
19State Educator Preparation and Licensure Board, may adopt such
20rules as may be necessary to implement this Section.

23    Sec. 21B-47. Paraprofessional to Teacher Pathway Program.
24    (a) There is established the Paraprofessional Teacher
25Pathway Program. The Paraprofessional Teacher Pathway Program

1may be offered by a recognized institution approved to offer
2educator preparation programs by the State Board of Education,
3in consultation with the State Educator Preparation and
4Licensure Board. The Program shall provide an expedited
5pathway for paraprofessionals to earn a Professional Educator
6License in a specific content area, including, but not limited
7to, elementary education or special education. The Program
8shall create a partnership with the institution and other
9entities, as defined by rule by the State Board of Education.
10    (b) The Program shall meet all of the following criteria:
11        (1) The Program shall include a program of study with
12    coursework in instructional planning, instructional
13    strategies, including special education, reading, and
14    English language learning, classroom management, and the
15    assessment of students and use of data to drive
16    instruction.
17        (2) The Program shall meet the criteria of 23 Ill.
18    Adm. Code 25.25(a)(2)(A) relative to required coursework.
19        (3) The Program shall include student teaching or an
20    equivalent experience.
21    (c) An individual shall meet all of the following
22requirements for entry into the Program:
23        (1) The individual holds a valid Educator License with
24    Stipulations with a paraprofessional educator endorsement
25    or a valid paraprofessional approval.
26        (2) The individual is employed as a paraprofessional

1    providing service to one or more students within the
2    licensure content area sought, such as elementary
3    education or special education.
4        (3) The individual has worked at least 2 years as a
5    paraprofessional.
6        (4) The individual has completed at least 60 semester
7    hours of coursework from a regionally accredited
8    institution of higher education.
9    (d) The State Board of Education shall adopt any rules
10necessary to implement this Section, including, but not
11limited to, program proposal requirements.
 
12    (105 ILCS 5/21B-105)
13    Sec. 21B-105. Granting of recognition; regional
14accreditation; definitions.
15    (a) "Recognized", as used in this Article in connection
16with the word "school" or "institution", means such college,
17university, or for-profit or not-for-profit entity that meets
18requirements set by the State Board of Education, in
19consultation with the State Educator Preparation and Licensure
20Board. Application for recognition of the school or
21institution as an educator preparation institution must be
22made to the State Board of Education. The State Board of
23Education, in consultation with the State Educator Preparation
24and Licensure Board, shall set the criteria by which the
25school or institution is to be judged and, through the

1secretary of the State Board, arrange for an official
2inspection and shall grant recognition of such school or
3institution as may meet the required standards. If the
4standards include requirements with regard to education in
5acquiring skills in working with culturally distinctive
6students, as defined by the State Board of Education, then the
7rules of the State Board of Education shall include the
8criteria used to evaluate compliance with this requirement. No
9school or institution may make assignments of student teachers
10or teachers for practice teaching so as to promote segregation
11on the basis of race, creed, color, religion, sex, or national
12origin.
13    Any for-profit or not-for-profit entity must also be
14approved by the Board of Higher Education.
15    All recommendations or entitlements for educator licensure
16shall be made by a recognized institution operating a program
17of preparation for the license that is approved by the State
18Board of Education, in consultation with the State Educator
19Preparation and Licensure Board. The State Board of Education,
20in consultation with the State Educator Preparation and
21Licensure Board, shall have the power to define a major or
22minor when used as a basis for recognition and licensure
23purposes.
24    (b) "Regionally accredited", or "accredited", as used in
25this Article in connection with a university or institution,
26means an institution of higher education accredited by the

1North Central Association or other comparable regional
2accrediting association.
3    (c) An institution of higher education approved to offer
4educator preparation programs in this State may, upon the
5request of a public community college in this State, enter
6into a partnership agreement with the community college to
7offer an approved educator preparation program leading to
8educator licensure for individuals who already hold a
9bachelor's degree. The partnership must be approved by the
10State Board of Education, in consultation with the State
11Educator Preparation and Licensure Board.
12    The State Board of Education shall adopt rules for the
