AMENDMENT TO SENATE BILL 849

2    AMENDMENT NO. ______. Amend Senate Bill 849 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Illinois Vehicle Code is amended by
5changing Section 6-521 as follows:
 
6    (625 ILCS 5/6-521)  (from Ch. 95 1/2, par. 6-521)
7    Sec. 6-521. Rulemaking Authority.
8    (a) The Secretary of State, using the authority to license
9motor vehicle operators under this Code, may adopt such rules
10and regulations as may be necessary to establish standards,
11policies and procedures for the licensing and sanctioning of
12commercial motor vehicle drivers in order to meet the
13requirements of the Commercial Motor Vehicle Act of 1986
14(CMVSA); subsequent federal rulemaking under 49 C.F.R. Part
15383 or Part 1572; and administrative and policy decisions of
16the U.S. Secretary of Transportation and the Federal Motor

1Carrier Safety Administration. The Secretary may, as provided
2in the CMVSA, establish stricter requirements for the
3licensing of commercial motor vehicle drivers than those
4established by the federal government.
5    (b) By January 1, 1994, the Secretary of State shall
6establish rules and regulations for the issuance of a
7restricted commercial driver's license for farm-related
8service industries consistent with federal guidelines. The
9restricted license shall be available for a seasonal period or
10periods not to exceed a total of 210 180 days in any 12-month
1112 month period.
12    (c) (Blank).
13    (d) By July 1, 1995, the Secretary of State shall
14establish rules and regulations for the issuance and
15cancellation of a School Bus Driver's Permit. The permit shall
16be required for the operation of a school bus as provided in
17subsection (c), a non-restricted CDL with passenger
18endorsement, or a properly classified driver's license. The
19permit will establish that the school bus driver has met all
20the requirements of the application and screening process
21established by Section 6-106.1 of this Code.
