Amends the Criminal Code of 1961. Makes a technical change in a Section concerning the definition of "offense" for the purpose of inchoate offenses.

720 ILCS 570/204from Ch. 56 1/2, par. 1204

Replaces everything after the enacting clause. Amends the Illinois Controlled Substances Act. Includes in the list of Schedule I controlled substances certain synthetic cannabinoids.
