Replaces everything after the enacting clause. Creates the Task Force on Fire Prevention and Fire Safety Education Act. Creates the Task Force on Fire Prevention and Fire Safety Education. Provides requirements for the membership and duties of the Task Force. Provides that on or before July 15, 2015, the Task Force shall summarize its findings and recommendations in a report to the General Assembly. Provides that the Office of the State Fire Marshal shall provide administrative and other support to the Task Force. Amends the Fire Sprinkler Contractor Licensing Act and the Fire Investigation Act. Provides that the Office of the State Fire Marshal may not adopt rules imposing new statewide mandates or changes to existing or future statewide mandates requiring the installation of fire sprinkler systems in specific types of buildings or other structures. House Bill 4609, as amended by HA #1, requires the Office of the State Fire Marshal ("OSFM" or "the Agency") to provide administrative and other support to the Task Force on Fire Prevention and Fire Safety Education ("Task Force"). The costs to the Agency would include, but may not be limited to, reimbursements to Task Force members for travel costs, costs for court reporters for the Task Force meetings, and costs for staff to support the Task Force. Since the legislation does not indicate the frequency of Task Force meetings, it is difficult for OSFM to determine an exact fiscal impact. The legislation could have a significant impact on the Agency's operations given the fact that funding for the Task Force has not been included in the Agency's budget.
