Synopsis As Introduced Amends the Illinois Insurance Code, the Health Maintenance Organization Act, and the Voluntary Health Services Plans Act to require coverage for hearing instruments and related services for all individuals under the age of 18 when a hearing care professional prescribes a hearing instrument. Provides that an insurer shall provide coverage for hearing aids subject to certain restrictions. Provides that an insurer shall not be required to pay a claim if the insured filed such a claim 12 months prior to the date of filing the claim with the insurer and the claim was paid by any insurer. Effective immediately.
House Floor Amendment No. 1 Replaces everything after the enacting clause. Reinserts the introduced bill with the following changes: Makes changes to definitions. Provides that the coverage for hearing instruments and related services for all individuals under the age of 18 when a hearing care professional prescribes a hearing instrument to augment communication must be medically necessary. Makes changes to the restrictions on hearing aid coverage. Removes language providing that an insurer shall not be required to pay a claim if the insured filed such a claim 12 months prior to the date of filing the claim with the insurer and the claim was paid by the insurer. Effective immediately.
Senate Committee Amendment No. 1 In provisions amending the Illinois Insurance Code, provides that a provision concerning coverage for medically necessary hearing instruments and related services for individuals under the age of 18 is inoperative other than any such coverage authorized under specified provisions of the Social Security Act and the State shall not assume any obligation for the cost of coverage for medically necessary hearing instruments and related services for individuals under the age of 18 if, at any time, the Secretary of the United States Department of Health and Human Services, or its successor agency, promulgates rules or regulations to be published in the Federal Register, publishes a comment in the Federal Register, or issues an opinion, guidance, or other action that would require the State, pursuant to any provision of the Patient Protection and Affordable Care Act, to defray the cost of that coverage.
