Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning Disabled Veterans' Plates.

Deletes everything after the enacting clause. Amends the Racial Profiling Prevention and Data Oversight Act. Provides that appointees of the majority party in the Senate and the majority party in the House of Representatives shall serve as co-chairs on the Racial Profiling Prevention and Data Oversight Board rather than the Governor designating the chair and vice chair from the membership of the board and serving at the discretion of the Governor. Provides that the co-chairs may appoint 2 members to the board, and the governor may appoint one member, of county or city law enforcement agencies, representing jurisdictions of varied size and geography (instead of governor appointing all 3 members). Provides that the co-chairs may appoint 2 members to the board, and the governor may appoint 2 members, of community organizations representing minority interests (instead of governor appointing all 4 members). Changes the dates by which the Racial Profiling Prevention and Data Oversight Board must issue reports and recommendations on various subjects to the Governor, the Secretary of State, and the General Assembly to September 1, 2009 (rather than several dates ranging from July 1, 2008 to January 1, 2010). Effective immediately.

Replaces everything after the enacting clause. Creates the Automated Speed Enforcement Act. Defines "automated speed enforcement system" as a photographic device, radar device, laser device, or other electrical or mechanical device or devices designed to record a driver's violation of the speeding provision of the Illinois Vehicle Code and obtain a clear photograph or other recorded image of the vehicle and the vehicle's registration plate. Authorizes the Department of Transportation to establish an automated speed enforcement system on the Martin Luther King Bridge and the immediate approach thereto located in St. Clair County. Creates a system of administrative adjudication of violations to be administered by the Department of Transportation. Contains provisions regarding: notice; the use of automated system; issuance of violation notices; disbursement of fines; and other matters. Repeals the Automated Speed Enforcement Act on January 1, 2013. Amends the State Finance Act to create the Automated Speed Enforcement Fund, a special fund in the State Treasury, for the administration of the automated speed enforcement pilot program. Amends the Illinois Vehicle Code. Provides for a system of registration suspension for failure to pay automated speed enforcement system violations. Authorizes a police officer to remove a motor vehicle from a highway when the registration plate or plates on the vehicle has been suspended, cancelled, or revoked. Makes other changes. Effective immediately.
