Synopsis As Introduced
Creates the FY2005 Budget Implementation Act. Provides that the purpose of the Act is to make the changes in State programs that are necessary to implement the Governor's FY2005 budget recommendations.

Deletes everything after the enacting clause. Amends the State Finance Act. Authorizes transfers of specified amounts from specified special funds into the Budget Stabilization Fund on July 1, 2004. Provides for transfers from the General Revenue Fund to a specified special fund if the fund has insufficient cash to satisfy expenditure obligations on a timely basis. Provides for re-transfer of these funds back to the General Revenue Fund. Provides for a transfer of $67,093,000 from the State Pensions Fund to the designated retirement systems in furtherance of the continuing appropriation for FY05 under the State Pension Funds Continuing Appropriation Act. Transfers $49,775,000 from the School Technology Revolving Loan Fund to the Common School Fund. Effective July 1, 2004.

Provides for re-transfer of these funds back to the General Revenue Fund. Transfers $25,277,000 from the Unclaimed Property Trust Fund (765 ILCS 1028/18) to the State Pensions Fund. Provides for the immediate transfer, pursuant to appropriation, of $92,370,000 from the State Pensions Fund to the designated retirement systems. Transfers $49,775,000 from the School Technology Revolving Loan Fund to the Common School Fund. Amends the Illinois Low-Level Radioactive Waste Management Act. Deletes a provision authorizing the imposition of an additional fee on certain owners of nuclear reactors whenever the balance in the Low-Level Radioactive Waste Facility Development and Operation Fund falls below $500,000. Effective July 1, 2004.

Senate Floor Amendment No. 3
Deletes a transfer from the Unclaimed Property Trust Fund and changes the transfer from the State Pensions Fund to $57,700,000.
