Replaces everything after the enacting clause. Amends the School Code. Sets forth the findings of the General Assembly. Changes provisions concerning waiver or modification of mandates within the School Code and administrative rules and regulations. Amends the Evaluation of Certified Employees Article. Adds provisions concerning evaluators and pre-qualifying training. Changes provisions concerning the development of an evaluation plan for teachers and principals. Specifies the content of evaluation plans. Specifies which rules the State Board of Education may adopt with respect to the Article. Provides that each teacher not in contractual continued service shall be evaluated at least once each school year. Adds provisions concerning State Board of Education data collection and evaluation assessment and support systems. Contains provisions concerning the development of a written evaluation plan for principals. Contains provisions concerning the disclosure of teacher and principal performance evaluations. Changes provisions concerning alternative procedures for teacher evaluation, remediation, and removal for cause after remediation. Repeals a provision concerning the alternative evaluation of teachers. Effective immediately.

Adds the superintendent to provisions concerning the prohibition on disclosure of performance evaluations. Makes a technical change.
