Synopsis As Introduced
Amends the Telecommunications Article of the Public Utilities Act. Provides that a telecommunications carrier that offers basic local exchange service in the service territory of a an incumbent local exchange carrier subject to alternative rate regulation must offer basic local exchange service including local usage on a stand-alone basis at rates no higher that the rates charged by the incumbent local exchange carrier. Effective immediately.
