Synopsis As Introduced
Amends the Election Code. Authorizes election authorities to establish special procedures for late voter registration, beginning January 1, 2005. Requires the State Board of Elections to adopt necessary rules.

Deletes everything. Reinserts the provisions of the introduced bill. Corrects a typographical error.

 Fiscal Note (State Board of Elections)
 Senate Bill 2133, as introduced, would have minimal fiscal impact on the operations of the State Board of Elections. However, each election authority in the State of Illinois (of which there are 110) would need to register and accept voter registrations in their office and at a voter registration location specifically designated for this purpose until the 14th day before the primary or election. The exact costs will need to be determined by each individual county and/or election commission, They will be the entity that absorbs the costs.

Deletes everything after the enacting clause. Amends the Election code. Creates a grace period for the acceptance by election authorities of voter registration between the close of regular registration and the 14th day before an election or primary. Applies permissively before January 1, 2005 and mandatorily on and after January 1, 2005. Effective immediately.

Deletes everything after the enacting clause. Amends the Election Code. Requires each election authority to establish a period for in-person voter registration that runs from the close of regular voter registration until the 14th day before a primary or election. Requires that this period also be available for changes of address by registered voters. Requires that a person registered during this period must sign and receive a document signed by the election authority that states that the person is registered to vote; specifies that the document is not a condition for voting. Provides that ballot cast by persons who register or change address during this grace period must be transmitted to and counted at the election authority's central counting location. Effective July 1, 2005.
