Synopsis As Introduced
Amends the Riverboat Gambling Act. Makes a technical change in a Section concerning the short title.

House Committee Amendment No. 1
Deletes reference to:
230 ILCS 10/1
Adds reference to:
20 ILCS 605/605-812 new
230 ILCS 10/Act rep.

Replaces everything after the enacting clause. Repeals the Riverboat Gambling Act. Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that if a riverboat gambling facility ceases operations in a particular area of the State, then the Department shall provide a grant to the local community college district to provide job retraining to former employees of the riverboat gambling facility. Effective immediately.

Changes the effective date to July 1, 2007.

 Housing Affordability Impact Note (H-AM 3)(Housing Development Authority)
 This legislation will have no effect on constructing, purchasing, owning, or selling a single-family residence.

 House Bill 1920, as amended by House Amendment 1 and 3, would not impact any public pension fund or retirement system in Illinois.

 Fiscal Note (H-AM 3)(Department of Revenue)
 The repeal of the Riverboat Gambling Act would reduce State revenues from riverboat gambling by approximately $707 million per year and reduce local revenues from riverboat gambling by approximately $112 million per year beginning July 1, 2007.

 Fiscal Note (H-AM 3)(Illinois Gaming Board)
 The elimination of the Riverboat Gambling Act would reduce state gaming revenues by more than $700 million beginning with FY08 and thereafter. The local communities would also lose their share of the gaming tax revenue, which would be at least $102 million. In addition, there would be a loss of nearly 9,000 jobs in Illinois directly related to the gaming industry and more than 50,000 non-casino jobs supporting the Illinois gaming industry. This would translate to a loss of additional state revenues including, but not limited to, individual and corporate income taxes, sales taxes, hotel/motel taxes and property taxes. There will likely be an immediate impact as well. With the anticipation of the elimination of casino gaming in Illinois, over $200 million in current or anticipated construction projects would come to a halt. This would impact additional jobs in the construction industry in downstate communities. With the increased tax rate in FY04, casino revenues dropped 7.8% ($140.5 million), jobs were eliminated, capital expenditures were reduced and as a result the local communities received approximately $10 million less in gaming tax revenues. The fiscal impact on FY06 and FY07 could likely be much worse.
