Synopsis As Introduced
Amends the Board of Higher Education Act. Makes a technical change in a Section concerning the creation of the Board.

Senate Committee Amendment No. 1

Deletes everything after the enacting clause. Amends the Eastern Illinois University Law. Provides that the Board of Trustees of Eastern Illinois University shall establish a pilot program to increase the Board of Higher Education's institutional tuition waiver limitation for the University over a 4-year period to increase access to college and make college more affordable for undergraduate students. Provides that under the pilot program, the institutional tuition waiver limitation shall be increased at a rate of 3 percentage points per academic year, beginning with the 2011-2012 academic year, resulting in an institutional tuition waiver limitation of 15% in the fourth year of the pilot program. Sets forth what the pilot program must require of students who receive a tuition waiver under the pilot program. Provides that students participating in the pilot program who maintain satisfactory academic progress are eligible to continue receiving a tuition waiver after the expiration of the pilot program notwithstanding the Board of Higher Education's institution tuition waiver limitation. Requires the Board of Trustees to annually report to the Board of Higher Education on the pilot program's impact on tuition revenue, enrollment goals, and increasing access and affordability. Repeals these provisions on July 1, 2015. Effective July 1, 2011.

Senate Floor Amendment No. 2
Deletes everything after the enacting clause. Amends the Eastern Illinois University Law. Provides that the Board of Trustees of Eastern Illinois University shall establish a pilot program to increase the Board of Higher Education's institutional tuition waiver limitation for the University over a 4-year period to increase access to college and make college more affordable for undergraduate students. Provides that under the pilot program, the institutional tuition waiver limitation shall be increased by 2 percentage points in the 2012-2013 academic year, 2 percentage points in the 2013-2014 academic year, 2 percentage points in the 2014-2015 academic year, and one percentage point in the 2015-2016 academic year, resulting in an institutional tuition waiver limitation of 10% in the fourth year of the pilot program. Provides that individual tuition waivers granted under the pilot program must not exceed $2,500 per academic year. Provides that the pilot program shall provide a maximum of one waiver per academic year for a maximum of 4 years to each student in the pilot program who maintains satisfactory academic progress. Provides that the pilot program shall be terminated after the 2015-2016 academic year, with no new students receiving waivers. Provides, however, that existing students receiving waivers under the pilot program are eligible to maintain those waivers, with satisfactory academic progress, under the 4-year limitation, after the 2015-2016 academic year due to maintenance of effort within their 4-year window. Sets forth sunset dates for waiver support for each annual cohort of pilot program participants. Requires the Board of Trustees to annually report to the Board of Higher Education on the pilot program's impact on tuition revenue, enrollment goals, and increasing access and affordability. Repeals these provisions on July 1, 2019. Effective July 1, 2011.
