Synopsis As Introduced Provides that: no employee. officer, or board member of a State agency (State employee), while employed by or serving as an appointee of an officer, department, agency, board, commission, or authority of the executive branch (State agency), shall negotiate for employment or other compensation with a person or entity that is registered as a lobbyist or lobbying entity and has identified that State agency on its then-current lobbyist or lobbying entity registration; no former State employee, within one year after leaving his or her position with a State agency, shall accept compensation from a person or entity for lobbying a State agency; the restrictions are in addition to, and not in place of, the restrictions in applicable law; no State employee, and no spouse of or immediate family member living with a State employee, shall intentionally solicit or knowingly accept a gift from a prohibited source that would be prohibited by specified provisions of the State Officials and Employees Ethics Act (the statutory gift ban); certain exceptions and exclusions apply; each State employee who is required to file a statement of economic interest under specified provisions of the Illinois Governmental Ethics Act shall also disclose other specified information; and the Executive Ethics Commission shall prepare or amend forms and provide the forms or amended forms as specified. Contains provisions regarding: filing and availability of statements; notice of a material change in circumstances; cooperation with the Special Master appointed under a specified federal court order; employment contracts; applicability of other provisions; prior executive orders; savings; severability; and other matters. Specified provisions take effect on February 15, 2015; the other provisions are effective immediately.
