Synopsis As Introduced
Amends the Employee Benefit Contribution Act. Makes a technical change in a Section concerning the failure to make payments to an employee health insurance plan.

Senate Floor Amendment No. 1

Deletes everything after the enacting clause. Amends the Prevailing Wage Act. Provides that the certified payroll submitted monthly by a contractor or subcontractor may exclude the starting and ending times of work each day. Effective immediately.

Senate Floor Amendment No. 2
Provides that the contractor and each subcontractor shall make the certified payroll records available to the public body in charge of the project, its officers and agents and to the Director of Labor and his or her deputies and agents upon 7 (rather than 2) days' notice.

House Floor Amendment No. 3

Replaces everything after the enacting clause. Amends the Minimum Wage Law. Increases the minimum wage to $7.50 on July 1, 2007, $7.75 on July 1, 2008, $8.00 on July 1, 2009, and $8.25 on July 1, 2010. Provides that, in lieu of the minimum wage, an employer may pay an employee, during the first 90 consecutive calendar days after the employee is initially employed by the employer, a wage that is not more than 50¢ less than the minimum wage. Changes cross-references in provisions authorizing the Director of Labor to provide by regulation for the employment of learners at a subminimum wage so they refer to the regular minimum wage and the minimum wage for employees under 18 years of age. Effective July 1, 2007.

 The Department of Labor believes this legislation will require minimal additional expenses of approximately $75,000 associated with printing and mailing new workplace posters notifying employers of the new minimum wage rates and one additional compliance officer to investigate minimum wage claims that may result from this legislation.
