Synopsis As Introduced
Amends the Illinois Procurement Code. In a Section concerning the applicability of the Code to public institutions of higher education, includes the Illinois Mathematics and Science Academy in the definition of "public institution of higher education". Effective immediately.

House Floor Amendment No. 1
Deletes reference to:

Adds reference to:
30 ILCS 105/25from Ch. 127, par. 161

Replaces everything after the enacting clause. Amends the State Finance Act. Provides that the maximum amounts of annual unpaid Medical Assistance bills received and recorded by the Department of Healthcare and Family Services on or before June 30th of a particular fiscal year attributable in aggregate to the General Revenue Fund, Healthcare Provider Relief Fund, Tobacco Settlement Recovery Fund, Long-Term Care Provider Fund, and the Drug Rebate Fund that may be paid in total by the Department from future fiscal year Medical Assistance appropriations to those funds are: $700,000,000 for fiscal year 2013 and $100,000,000 for fiscal year 2014 and each fiscal year thereafter. Makes other changes concerning fiscal year limitations relating to payments for medical care. Provides that this Act does not take effect at all unless both House Bill 5007 of the 97th General Assembly and Senate Bill 2840 of the 97th General Assembly become law. Effective July 1, 2012.

 No land conveyances are included in this bill, therefore, there are no appraisals to be filed.

 Fiscal Note, House Floor Amendment No. 1 (Dept. of Healthcare & Family Services)
 SB 3397 (H-AM 1) modifies the current exemption from Section 25 of the State Finance Act for the Department of Healthcare and Family Services Medical Assistance payments resulting from certain State funds including the General Revenue Fund. This modification imposes annual maximum dollar amounts for prior year Medical Assistance services that may be paid from future year's appropriations beginning with services rendered during Fiscal Year 2013. These maximums are $700 million for FY 2013 bills paid from future years appropriations and $100 million for FY 2014 and after bills to be paid from future years appropriations to the listed funds. This bill will require all portions of the FY 2013 Medicaid Reform package to become law, successful and timely implementation of those reforms and the Department to receive sufficient annual appropriations and cash resources to make payments under the established caps.

 This bill would neither increase nor decrease the number of judges needed in the State.

 Correctional Note, House Floor Amendment No. 1 (Dept of Corrections)
 There are no penalty enhancements associated with SB 3397 (H-AM 1). The bill would have no fiscal or population impact on the Department.

 Housing Affordability Impact Note, House Floor Amendment No. 1 (Housing Development Authority)
 This bill will have no effect on the cost of constructing, purchasing, owning, or selling a single-family residence.

 State Debt Impact Note, House Floor Amendment No. 1 (Government Forecasting & Accountability)
 SB 3397, as amended by House Amendment 1, would not change the amount of authorization for any type of State-issued or State-supported bond, and, therefore, would not affect the level of State indebtedness.

 Pension Note, House Floor Amendment No. 1 (Government Forecasting & Accountability)
 SB 3397 (H-AM 1) will not impact any public pension fund or retirement system in Illinois.
