Replaces everything after the enacting clause. Amends the Secretary of State Merit Employment Code. Authorizes (rather than requires) the Secretary of State to grant a leave of absence, without pay, to any person who holds a position in the Office of the Secretary of State and is elected to public office. Authorizes the public official's leave of absence from the Office of the Secretary of State to continue for so long as the person remains an elected official or for a period of 5 years, whichever is shorter (rather than for so long as the person remains an elected official). Authorizes (rather than requires) reinstatement upon request. Requires reinstatement to be requested within 30 days after the public official terminates his or her leave of absence. Effective immediately.
House Committee Amendment No. 1 Replaces everything after the enacting clause. Amends the Secretary of State Merit Employment Code. Provides that an employee of the Secretary of State that is elected to public office may acquire a leave of absence from their employment to serve that elected office, but that this leave of absence shall only last 5 years or until that person leaves office, whichever is shorter. Provides that the Secretary of State has discretion on whether or not to reinstate the person to their former position. Provides that these changes apply retroactively to any employees currently on a leave of absence, except that employees whose leave of absence has already exceeded 5 years may be reinstated provided they file a notice to return to active service within 30 days of being sent notice by the Secretary of State of the changes to this Section. Effective immediately.
