Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the short title.

15 ILCS 405/23.9

Replaces everything after the enacting clause. Amends the State Comptroller Act. Exempts contracts administered for statewide orders placed by agencies (commonly referred to as "statewide master contracts") from a Minority Contractor Opportunity Initiative fee. Effective immediately.
