Synopsis As Introduced
Amends the Illinois Identification Card Act and Illinois Vehicle Code to provide that: the Secretary of State must inquire as to whether an applicant for a State identification card or driver's license is a veteran for purposes of issuing a State identification card or driver's license with a veteran designation; the Secretary shall determine by rule what forms of proof of a person's status as a veteran are acceptable; and the Secretary may disclose an individual's social security number or associated information to the Illinois Department of Veterans' Affairs for the purpose of confirming veteran status. Defines "veteran" and other terms. Effective January 1, 2013.

House Floor Amendment No. 1
Adds legislative findings. Provides that to assist the State in identifying veterans and in delivering vital services and benefits, the Secretary of State is authorized to issue Illinois Identification Cards, Illinois Disabled Person Identification Cards, and drivers' licenses with the word "veteran" appearing on the face of the cards. Provides that the Secretary may not issue any other identification card or driver's license which identifies an occupation, status, affiliation, hobby, or other unique characteristics of the holder which is unrelated to the purpose of the identification card or license. Provides that the Illinois Department of Veterans' Affairs shall confirm the status of the applicant as an honorably discharged veteran before the Secretary may issue the identification card or driver's license. Provides that the Secretary shall implement the provisions of the amendatory Act no later than July 1, 2015.
