Senate Committee Amendment No. 1
Deletes everything after the enacting clause. Amends the School Code. Provides that a school board (other than the Chicago Board of Education) may designate any of its secondary schools as Illinois Democracy Schools if the school receives accreditation as such by a not-for-profit accreditation board consisting of educators, administrators, students, universities, funders, elected officials, policymakers, and representatives from the public, private, and non-profit sectors. Requires an Illinois Democracy School to provide students with experiences in the rights, responsibilities, and tensions inherent in living in a constitutional democracy; consciously promote civic engagement by all students; focus on fostering participatory citizenship; place an emphasis on helping students understand how the fundamental ideals and principles of our democratic society relate to the problems, opportunities, and controversies that matter in the present; collaborate with parents, students, and their communities in developing a civic mission and in providing curricular and extra-curricular civic learning experiences for all students; and engage students in a continual process of improving and increasing civic learning. Requires a school district's school report card assessing the performance of its schools and students to include, for the school, district, and State, designation of a secondary school as an Illinois Democracy School. Effective June 30, 2011.
