Synopsis As Introduced
Amends the Sanitary District Act of 1917. Provides that the board of trustees of the Fox River Water Reclamation District shall be elected, rather than appointed, beginning with the 2012 general election. Sets forth requirements concerning the number of trustees to be elected and length of terms.

House Committee Amendment No. 1
Adds reference to:
10 ILCS 5/7-12from Ch. 46, par. 7-12

Replaces everything after the enacting clause. Amends the Election Code. Provides that where a nomination for election is to be made for a trustee of the Fox River Water Reclamation District, then the petition shall be filed in the office of the county clerk not more than 113 nor less than 106 days prior to the date of the primary. Amends the Sanitary District Act of 1917. Provides that the board of trustees of the Fox River Water Reclamation District shall be elected, rather than appointed, beginning with the 2016 general election. Sets forth requirements concerning the number of trustees to be elected and length of terms. Effective January 1, 2013.

 Fiscal Note (State Board of Elections)
 HB 3895 (H-AM 1) would have no fiscal impact on the operations of the State Board of Elections.

 This bill does not pre-empt home rule authority.

 State Mandates Fiscal Note (Dept. of Commerce & Economic Opportunity)
 This bill does create a State mandate.

Adds reference to:
10 ILCS 5/2A-41from Ch. 46, par. 2A-41

Replaces everything after the enacting clause. Reinserts the provisions of the bill, as amended, with changes. Amends the Sanitary District Act of 1917. Provides that the board of trustees of the Fox River Water Reclamation District shall be elected, rather than appointed, beginning with the 2015 municipal election, instead of the 2016 general election. Makes corresponding changes in the Election Code. Effective January 1, 2013.
