Synopsis As Introduced
Amends the University of Illinois Act. Requires the University of Illinois at Urbana-Champaign to conduct a study with regard to public elementary and secondary school buildings that have been closed within 5 years before the effective date of the amendatory Act. Requires the study to determine how many of the school buildings have remained schools, how many have been successfully redeveloped, and how many are vacant. Provides that the University shall report its findings and recommendations for facilitating successful redevelopment of these school buildings to the General Assembly.

House Committee Amendment No. 1
Replaces everything after the enacting clause. Reinserts the contents of the introduced bill with the following change: provides that the Department of Commerce and Economic Opportunity (rather than the University of Illinois at Urbana-Champaign) shall conduct a study with regard to public elementary and secondary school buildings that have been closed within 5 years.

 Fiscal Note, House Committee Amendment No. 2 (Capital Development Board)
 The Capital Development Board would need to hire 5 more professional services staff with at least one having experience in the field of commercial development. The average salary of professional services staff with experience is $90,000. Retirement, social security and group insurance add another $60,000. Travel, equipment and other related cost bring the total to about $175,000 per person per year. Five staff at $175,000 totals $875,000 per year
