Synopsis As Introduced Amends the Alternate Fuels Act. Requires $500,000 of the amount that is appropriated for rebate programs under the Act during fiscal years 2012 and 2013 to be designated instead to fund a grant program to support the adoption of electric vehicles powered by solar generation. Requires the Environmental Protection Agency in fiscal year 2012 and, again, in fiscal year 2013 to make a grant of $500,000 to a not-for-profit car-sharing organization. Authorizes the grant funds to be used to purchase electric vehicles from an original equipment manufacturer that operates a manufacturing facility in Illinois. Effective immediately.
House Committee Amendment No. 1 Replaces everything after the enacting clause. Amends the Alternate Fuels Act. Reinserts the provisions of the bill as introduced with changes. Authorizes (rather than requires) the Environmental Protection Agency, in fiscal year 2012 and in each fiscal year thereafter, to make a grant to a not-for-profit car-sharing organization. Effective immediately.
House Floor Amendment No. 2 Replaces everything after the enacting clause. Reinserts the provisions of the bill, as amended by House Amendment No. 1, with changes. Authorizes the Environmental Protection Agency, through fiscal year 2013, to make grants to car sharing organizations in Illinois for the purchase of electric vehicles. Specifies requirements for grant applications. Specifies amounts the Agency may award in grants, as well as information that is to be considered by the Agency when making these grants. Places limitations on the use of these grant funds. Requires grantees to report certain information to the Agency within one year after receiving a grant. Requires, subject to certain exceptions, vehicles purchased in Illinois to remain in the State for at least 5 years. Effective immediately.
Replaces everything after the enacting clause. Reinserts the provisions of the engrossed bill with changes. Makes changes in provisions concerning: the conditions under which grants may be made to car-sharing organizations; requirements for grant proposals; information contained in grant reports submitted to the Environmental Protection Agency; and definitions of the terms "car sharing organization" and "electric vehicle". Effective immediately.
