Synopsis As Introduced Amends the Counties Code and the Illinois Municipal Code. Provides that no county or municipality may prohibit a charitable organization from soliciting for charitable purposes, including solicitations taking place on public roadways from passing motorists, if certain requirements are met. Sets forth the requirements concerning the solicitation regarding the groups involved, application requirements, and liability insurance. Defines "local agency" to mean a municipality, county, special district, fire district, joint powers of authority, or other political subdivision of the State of Illinois. Effective immediately.
Deletes everything after the enacting clause. Amends the Illinois Municipal Retirement Fund Article of the Illinois Pension Code. Makes a technical change in a Section concerning return to employment.
Replaces everything after the enacting clause. Amends the Illinois Pension Code. In provisions affecting downstate police and fire funds, allows certain persons who receive retirement annuities to continue receiving those annuities during subsequent "contractual service" with the same employer. Provides that an employer contribution of 14% of salary shall be required from a municipality for any police officer or firefighter providing contractual service while receiving a retirement annuity. Provides that no recomputation of the annuity is earned by any police officer or firefighter for providing contractual service while receiving a retirement annuity. Provides that contractual employment must be for a period not exceeding the lesser of 75 working days or 600 hours in any calendar year. Provides that any part of a day on contractual employment is considered a full day of employment.
