Synopsis As Introduced
Amends the Children and Family Services Act. Provides that by July 1, 2012, the per child payment rate for various categories of foster care expenditures allowable under federal law shall be up to 100% of the "foster care minimum adequate rates for children", established in a specified October 2007 technical report (now, up to 100% of an adjusted specified federal cost index). Effective immediately.

House Committee Amendment No. 1
Deletes provisions concerning child payment rates. Provides instead that By March 1, 2010 and March 1 of each year thereafter, DCFS shall report to the Governor and General Assembly the estimated cost and additional funding required to establish the rate for each child up to 100% of the Foster Care Minimum Adequate Rates for Children (MARC) for expenditures allowable under the federal Title IV-E Foster Care Maintenance Program of the Social Security Act related to the actual costs of providing food, clothing, shelter, daily supervision, school supplies, personal incidentals, insurance, and travel for visitation with a child's biological family.

House Floor Amendment No. 2
Deletes "travel for visitation with a child's biological family" as a cost upon which per child rates are based.
